In a public place

Japanese have been educated to be quiet in public places since childhood.
I am sitting near the gate of Incheon Airport now, Filipino came to the next bench and started to call. Since this airport is equipped with WiFi, it seems that you are talking with a call application such as Skype.
I'm sitting on a bench a bit away from the gate so I want to spend quietly, but this Filipino talks with a little loud voice, using hands-free.
