Obstructionist States paralyze UN ・・・

日本では新しい首相云々で騒ぎをやってるさなか、NYC では国連総会が例年通りに(?)行われている。
しかし、総会冒頭から国連の機能不全を批判する意見がチラホラ・・・。

この発言をしたのは、リトアニアの大統領こと Valdas Adamkus 氏。
Adamkus 大統領は、国連総会中の討論(?)で、南オセチア騒動を引き合いに出して国連の機能不全を批判していた。

“The world needed UN leadership,” he said.
“But the Organization has not acted accordingly. It is because some States hide behind the technicalities or the shield of national sovereignty, thus paralyzing the UN.”

Mr. Adamkus cited the recent outbreak of deadly fighting in Georgia that involved Georgian, Russian and South Ossetian forces as an example of the UN having “largely failed to react to an act of aggression against a small nation.”

He said: “Perhaps we have failed to react because one of the interested sides to the conflict is a permanent member of the Security Council, which has the responsibility to adhere strictly to the letter and the spirit of the UN Charter and United Nations resolutions.”

南オセチア騒動で国連が動けなかったのは、ロシア(安保理常任理事国)が色々拒否権を使ったのも大きいけどな。
チベット問題については中国もそうだったけど・・・。

ま、安保理常任理事国が絡んでる騒動ってのは、国連が騒動を収めるだけの仕事をした例があんまりないんだよな。

その別の例としては、中東和平って奴だ。
↓の投書欄に寄せられていた『Mideast peacemaking』という投稿記事が、その辺をよく述べてたわ。

『Mideast peacemaking』では、米・EU・ロシア・国連(通称 Quartet)の怠慢を指摘している。

Mideast peacemaking

It was only 10 months ago, at the conference at Annapolis, that the Israeli-Palestinian joint statement announced a determination to "usher in a new era of peace."
If that same determination is still felt today, the United States, the European Union, the United Nations and Russia, known as the quartet, are faced with several urgent priorities.

The quartet should stop at nothing to preserve the current truce in Gaza, hailed by some as real progress.
There is a laundry list of reasons why the truce might fail.
At the top are the movement and access restrictions caused by the Israeli occupation and Palestinian factional conflicts.

The quartet needs to act urgently to reduce these restrictions, which have become so severe that the humanitarian needs in the West Bank and Gaza continually teeter on the edge of disaster.

The quartet must pay attention to the hidden pressure that has built up because of these humanitarian concerns.
They put an untold strain on all peace negotiations.
How long will any society simply put up with a lack of regular healthy food, with malfunctioning sewage systems, and with a lack of desperately needed medicine and nutrients for its children?

Take a visit to Gaza and you will meet girls and boys living with deafness, blindness, various birth defects, heart conditions, kidney failure, skin diseases and injuries of all kinds.
Living with a disability is a physical, mental and emotional challenge for children who live in Europe.
Imagine what it is like for those who live in the conditions of the Gaza Strip.

The quartet, therefore, might be better equipped for its meeting Friday with a moment's reflection on those - like a disabled child in Gaza - who really pay the price for any failure to act.

これも国連がまともに騒動解決を図れない一例なんけどさ・・・。
とりあえず、安保理常任理事国の拒否権を廃止して欲しいところだ。
廃止した際のリスクなんて知ったこっちゃないけどさ。


それにしても。
国連総会を2年連続で首相が欠席した日本の立場って一体何?
今年は麻生首相が出席するのが救いだが・・・。
