The most expensive cities in the world

Last week, I wrote about the chaos ETS had caused in England, in which I included a brief summary of English educational system as belows;

1. Primary education finishes at the 5th grade
Students take Sats at the end of the 5th grade (aged 11, Key stage 2)
2. Secondary education partialy finishes at the 10th grade.
Students take Sats at the end of the 8th grade (aged 14, Key stage 3 )
Students take GCSE (General Certificate of Secondary Education)
at the 10th grade (aged 16)
3. Those who wish to go to university continue studying
and take GCSE A Level at the age of 18.

However, some of the above information might have been misleading, which I will amend as belows;

1. Primary education finishes at Year 6, which is equivalent of 5th grade
in the US, Japan and many other countries, since English primary
education starts at the age of 5, a year earlier than the US and
Japan.
2. Secondary education partially finishes at Year 11, which is equivalent
of 10th grade for the same reason as above.
Students take Sats at the end of Year 9 (8th grade,aged
14, Key stage 3)
Students take GCSE (General Certificate of Secondary Education)
at Year 11 (10th grade,aged 16)
3. Those who wish to go to university continue studying
and take GCE A Level at Year 13 (12th grade, aged 18).
(Students take both AS(Year 12) and A2(Year13) to complete A Level)

I hope the information has become clearer; if it's still not, or some more detailed informaiton is needed, please let me know through your comments. Although I didn't experience English secondary education myself(I was already 26 when I went there), I will try to provide the information that is needed.

Forbes, frequently cited magazine in this blog (why not?), has pubished the most expensive cities in the world, which is based on the findings in Mercer's 2008 Worldwide Cost of Living Survey.

Mercer, the conducter of this survey, surveyed 253 cities across six continents and measured the relative cost of over 200 items in each place, including housing, transport, food, clothing, household goods and entertainment. The survey is used to help American government agencies and multinational companies determine living costs for their expatriate employees, who usually demand a relatively high quality of life.

政策金利据え置き マレーシア

Bank Negara（マレーシア中央銀行）は昨日金融政策決定会合を開き、公定歩合に当たるオーバーナイト政策金利（overnight policy rate）を3.5％に据え置くと公表した。

2008年6月のインフレ率が前年同月比7.7％と26年ぶりの最高水準を記録したことを受けて近く利上げに踏み切るとの見方が多数を占めていた。

しかし、中銀は上半期のインフレ率が3,7%であったことを根拠にしており、OPRは2006年４月に0.25ポイント引き上げられて以来据え置かれておりアジア地域でも低い水準である。

今後インフレと世界的な景気減速にどのように対処するのだろうか。

米国自動車市場

原油高で燃費の悪い大型車が敬遠されている米国市場。天下のトヨタも今人気の小型車やハイブリッド車の在庫調整に失敗した苦い体験がある。

ゼネラル・モーターズはハマーブランドの売却をめぐり、複数の相手から打診を受けたことを明らかにし、合意に向け早急に対応しているとのこと。
またサーブには今後も力を入れて収益性を高めるために次期モデルの北米での生産を検討していることを明らかにした。

クライスラー社は金融部門は、燃費の悪いトラックの中古販売価格低迷やタイトなクレジット状況に対処するため、米市場での自動車リースを中止することを明らかにし、小売販売に戦略転換するとのこと。

日系メーカーのドル箱である北米市場の今後は各社共に戦略の見直しが迫られており、小型車を得意とする日系、韓国系の戦いになるのか。それともハイブリッドで一気に日系が引き離すのだろうか。

原油価格急落

7週間ぶりの安値。
米国経済減速から需要が下がることを理由にUSD123,26まで下げた。ロンドン市場でもUS$124.52。7月の高値US$147.27からUSD20以上下げたことになる。

色々な意見もエコノミスト達から聞こえるが、果たしてUSD100を切るのか、それともUSD120前後を維持するのかは市場に聞くしか答えは無いだろう。

マネーゲームの様相で原油市場は動いており、原油価格高止まりは我々庶民の財布には重く圧し掛かることだけは間違いない。

公用車問題のその後

マレーシアTerengganu州政府が公用車14台をMercedes Benzes E200に買い換えた問題で大きな問題に発展。

通常は国民車であるProton Perdana V6 Executives(三菱自動車旧エテルナ）を使用しているが、修理維持費の高さを理由にベンツに切り替えた。

しかしAbdullah Ahmad Badawi首相は、最終的にこれを例外を認めず購入したベンツは来賓用にのみ使用することを指示した。

国民車を製造するProton社は、州政府の指摘するような高額な維持・修理費はPerdana V6 Executivesにかかるはずは無く、州知事の言い訳に対して激しく抗議していた。

また、Terengganu州政府が修理メンテに出している工場が、支払いの遅延を理由に25%程度の金利を上乗せしていることも発覚した。

この物議を交わす中で、Ｓelangor州政府もPerdana V6 Executivesから、ホンダアコードまたはトヨタカムリへの買い替えを示唆したことは驚いた。

いずれにせよ、血税で必要も無い高級車の購入を決める野党各州政府に問題があり、辞任に追い込まれない方が不思議なぐらいである。

シンガポール住宅価格ピーク

シンガポールの住宅価格はピークに達したようである。

2008年度第2四半期は、わずか0,17%高。第１四半期は3,8%であり過去4年間で最低の値上がりである。

一部地域では昨年30%以上の上昇であったが、すでに価格は下げ傾向である。

賃貸住宅の家賃で見ると第１四半期は6%高であったが、第2四半期には2,5%高になっている。日本人を含め多くの駐在員を苦しめた家賃高騰も一段落したようである。

事務所家賃は高止まりでS$14,70-6,47(PSF)であり、第2四半期も6,3%上昇した。

シンガポール・チャンギ国際空港

シンガポールのCHANGI Airportは、２００８年度上半期の利用者は5,4％増の1870万人。同空港利用者数は世界で第6位である。

特に格安航空会社のTiger AirwaysやJetstar Asiaの貢献が大きくこの2社で11,5％増便。

原油価格高騰の影響による景気後退やアジア地域内での空港の競争が激しいため利用者減も念頭に置かなければならない。

また、今後の国際競争を見据えて政府100％株式保有の法人に移管する予定である。

本年第3ターミナル開業で新たに2200万人のキャパがあり、大型のＡ３８０も駐機できる。

全てのターミナルで7000万人まで利用できることになるが、将来を見据えて第4ターミナルの建設計画概要を作成中であることも公表された。

日本も空港自由化を掲げているが、国際的に見て高い空港発着料金など諸問題も多く、航空行政では国際化に大きく取り残されていることは明白である。
利権に固執せず国土交通省は、空の自由化に大きく舵を切るべきである。
