拝啓、「単純労働者」を受け入れることは閣議で決定された。
しかし、「急ぎすぎる」ので問題はくさんあります。
いままでも問題がありましたが、日本政府は無視してきました。

「単純労働者」の受け入れは無限大です。
関係者は２５万人、とかう５０万人とか言います。
これだけの人数が来日すると、
「本人の医療費支払い」よりも本国に残した家族の医療費の支払いが天文学的ま金額になります。
この２，３日の話では、海外の家族は医療保険の適用から除外する案が出ています。
しかし、日本政府もやっと、国際法が理解できるように、なったようです。
外国人の家族」だけを医療保険の適用から除外することは差別です。これは国際法違反です。
私が毎日、国際社会や日本政府にＥメールを送信していることが「役だった」ようです。
しかし、それで政府は困っています。
もっと根本的なことを言います。
日本の会社の従業員は「正規の社員」と「臨時の社員」に分類されます。
「臨時の社員」は「非正規の社員」として今でも問題になっています。
海外からくる「単純労働者」はどこの企業に雇用されるかで、労働条件が大きく違います。
日本政府は、簡単に法律で「日本人と同じ扱い」にすると言っています。簡単ではありません。
国際社会のメディアの関係者も、日本の「労使関係」の「習慣」や「法律」をしらないと思います。
外国人の「単純労働者」は、正式な「労働者」です。!!
びっくりするようなことが、たくさんあります。
外国人の「単純労働者」に理解できるでしょうか。
日本政府や企業は「単純労働者」を「日本の労働者」と「同じ扱い」ができないと思います。
これは最大の難題です。
面白いことに「労働組合」は、この問題に「知らない顔」をしています。
本来は「労働組合」が意見を言うべきです。
労働者を守るのは「労働組合」です。
日本はいままでは主として「研修生」を受け入れて「ＯＪＴ」で「労働者」として働かせて、いました。
外国人は「労働の目的」で来日します。
それで、勤務時間や賃金で、多くのトラブルが発生しています。
それで、研修の会社から逃亡して、賃金の高い会社で違法に働く「研修生」はたくさんいます。
おそらく、第二の「従軍慰安婦問題」や「Requisitionの工員」の問題のような国際問題になると思います。
彼らは逮捕されると、「研修生」だけ処罰されます。雇用した事業者は処罰されんません。
