They referred the dispute to the Pope, and he settled it by ruling a line on the map from north to south－the meridian which we now know as 55°west of Greenwich－and declaring that all newly-discovered lands to the west of this line belonged to Spain, all to the east of it to Portugal.
It might certainly be contended that this was only meant as a settlement of the dispute between Spain and Portugal, without reference to other nations; and though, from a very early date, Spain put it forward as giving her an exclusive title to the West Indies and America, even then, when all the people of Europe more or less admitted the supremacy of the Pope, they did not generally admit the validity of the gift; and after Henry VIII had shaken off the Pope’s authority altogether, there were plenty of Englishmen ready to contest it.
The French Huguenots were equally ready; and there were more than a few who, without much religion of either kind, were quite willing to profess the creed that promised plunder.

1493年の教皇大勅書によるスペインとポルトガルの勢力圏の境界線は西経36°付近だったが、それにポルトガルが異議を唱えた。 両国での協議の結果、1494年トルデシリャス条約が結ばれ、西経46度30分が新しい境界線となった。 その旧秩序に挑戦したのが、東ではオランダ、イングランド、フランスで、西ではイングランドとフランスだった。
