開場の延期が決まった豊洲新市場

小池百合子都知事が、11月7日に予定されていた豊洲新市場の開場の延期を決めた。土壌・地下水汚染の調査や大きく膨らんだ総事業費の精査などが延期の理由だが、今度は建屋の構造にいくつかの問題点が浮かび上がっている。

豊洲はもともと埋め立て地で地盤が弱い。そこに建物の基本となる構造の脆(もろ)さが重なれば、大地震による倒壊も免れないのではないか? そんな仮説をもとに豊洲新市場の構造計算書を精査してみると、様々な疑問点が見えてきた。

そのひとつが豊洲新市場6街区(水産仲卸売場棟)の4階。関連物販店舗と荷捌きスペースの床部分に使われている「押さえコンクリート」の厚さが極端に薄いのだ。

押さえコンクリートとは、防水層を保護するために床のコンクリートの上から増し打ちするもの。それが他のフロアでは厚さ15cmから10cmほどあるのに、この2ヵ所だけ1cmしかない。薄すぎる理由はなんなのか? 都に尋ねるとこんな答えが返ってきた。

「関連物販店舗はこの厚さでも床強度に問題ありません。一方、荷捌きスペースでは水を使うことから、防水層の保護のために少なくても10cmはあるはずだとの指摘を受けて確認しました。すると現場では15cmで施工したものが構造計算書に計上されていないことがわかりました」(中央卸売市場・新市場整備部の担当者)

構造計算書が間違っていたのだ。都では現在、建築基準法を所管する都市整備局で構造計算書のチェックを受けていて、内容が整い次第、修正報告をするという。

記載漏れの理由について、都の同じ担当者は「設計を請け負う会社の担当者が見落としたのではないか」と言うが、これは単に数字を入れ替えれば済む話ではない。構造計算とは、耐震性を持たせた設計をするための基礎となる数字を算出するもの。それが間違っていたら、耐震性そのものが根底から揺らぐからだ。

4階の荷捌きスペースに厚さ15cmの押さえコンクリートを増し打ちしたとすると、単純計算で1300tの重さが加わることになる。つまり、それだけ建物の上部が重い状態になったわけだが、耐震性に問題はないのだろうか? 豊洲市場の設計に関する膨大な資料を見た建築エコノミストの森山高至氏はこう指摘する。

「構造計算書にない押さえコンクリートが敷設されている以上、建物の耐震性能が基準を満たさない状態になっている恐れがあります。地震が起きればそれだけダメージが大きくなるということです」

今、豊洲市場にはこうした問題が次々と浮上している。建築の専門家たちに問題点を詳しく聞いたところ、現状の計画のままでは、なんと「震度6弱」でも危ないという予測が見えてきた――。
