It's not clear in the anime but she is definitely lesbian.
It's, again, in the 3rd novel:
She fell in love with a 1st year student called Shiori
when she was a 2nd year student.
hmm...I wouldn't call Sei and Shiori's relationship
just as a "lesbian" relationship
even though they did kiss and almost tried to runaway together...
It was something more deeper and platonic...very hard to explain...

Absolutely. Totally agree.
I do believe Sei realized her sexuality during that time
though even their relationship is more at a spiritual level.
