ロシアは2月24日、ウクライナに軍事進攻を開始しました。軍事施設だけでなくウクライナの民間施設を攻撃・破壊し、すでに市民数百名を殺害しました。国外に避難したウクライナ市民は５０万人を超え、４００万人に達すると予測されます。
ロシアのプーチン大統領は、ウクライナへの軍事侵攻の理由として、一方的に「独立」承認したウクライナ東部地域の「共和国」の要請があったとか、NATOの東方拡大に対する「やむを得ない自衛」とか言っていますが、いずれも理由にならず、ウクライナの主権と領土を侵し、国連憲章と国際法を踏みにじる、明らかな侵略行為です。
私たちは、ロシアに対し、この蛮行を中止し、直ちにウクライナからのロシア軍の撤退を求めます。
他方、日本では、ロシアのウクライナ侵略という事態を利用して、「敵基地攻撃論」の正当化や軍備増強、9条改憲を一挙に進めようとする危険な動きが現れていますが、これは全く誤った方向です。
旧ソ連の崩壊以降、アメリカは旧ソ連圏にあった東欧諸国を次々とNATOに組み入れて東方拡大を進めてきましたが、この軍事同盟拡大政策が、旧帝国の版図回復を狙うロシア覇権主義の反動を引き起こした、これが今回の事態の根本原因であり、日米安保も含めた軍事同盟こそ戦争の原因です。結果と原因を逆にして軍備拡張をすすめれば、最悪の場合には世界全体を核戦争の危機に追いやります。
私たちは、ウクライナからのロシア軍の即時撤退と、両国の平和的な交渉の再開を願うとともに、日本では、「仮想敵国」をつくって軍備増強、改憲の道を急ぐのではなく、被爆国の責任として「核禁止条約」の早期批准をすすめるなど、いずれの軍事同盟にも頼らない自主的・平和的な近隣外交、全ての国が参加する地域的な協力関係を構築するよう呼びかけます。

We denounce the invasion of Ukraine and call for the immediate withdrawal of Russian troops!
On February 24, Russia launched a military invasion of Ukraine. It has attacked and destroyed not only military facilities but also civilian facilities in Ukraine, and has already killed hundreds of civilians. The number of Ukrainian citizens who have fled the country has exceeded 500,000 and is expected to reach 4 million.
Russian President Vladimir Putin says that the reason for the military invasion of Ukraine was at the request of the "republics" in the eastern regions of Ukraine, which unilaterally recognized their "independence," or "unavoidable self-defense" against NATO's eastward expansion. It is a clear act of aggression that violates Ukraine's sovereignty and territory, and tramples on the UN Charter and international law.
We call on Russia to stop this barbaric act and immediately withdraw Russian troops from Ukraine.
On the other hand, in Japan, there is a dangerous movement to use the situation of Russia's invasion of Ukraine to justify the "theory of attacking enemy bases," to build up the armed forces, and to revise the constitution of Article 9 at once.
Since the collapse of the former Soviet Union, the U.S. has been expanding eastward by incorporating Eastern European countries in the former Soviet bloc into NATO one after another. The military alliance, including the Japan-U.S. Security Treaty, is the cause of the war. If the result and the cause are reversed and the expansion of armaments is pursued, in the worst case, the entire world will be driven into the crisis of nuclear war.
We hope for the immediate withdrawal of Russian troops from Ukraine and the resumption of peaceful negotiations between the two countries, and we also hope that Japan, as an A-bombed nation, will not rush to create a "virtual enemy" to build up its armed forces and change its constitution, but will instead promote the early ratification of the Nuclear Ban Treaty as its responsibility. We call for independent and peaceful neighborhood diplomacy that does not rely on any military alliance, and for the establishment of a regional cooperative relationship in which all countries participate.
