gathering dust

公務員改革は民主党の選挙公約ですがなかなか進展しません。　震災復興の財源捻出のため3年間の期限付きで平均7.8%の減額をすべく特例法案の法制化に取り組もうとしましたが野党との調整がつかず、これができず、しかも人事院勧告の0.23% 減額も実施が出来ないという変な事になってしまいました

In an effort to enact a bill aimed at cutting bureaucrats' salaries by 7.8 percent, the government decided in October to ignore this year's National Personal Authority proposal to trim wages by 0.23 percent.  But the bill failed to clear the Diet's final session of the year Friday.  This also left the NPA's wage-cutting proposal - which is normally enacted every year - gathering dust. 

ここで gathering dust とは「使われていない、ほこりをかぶる」の意味で、この記事では「人事院勧告が実施されず無に帰した」ということです
