関西電力と大手マスコミによる関西電力管内の "今年の夏の電力不足キャンペーン"が、
そのあまりのいい加減さが見透かされ、頓挫へ向かうかなと言った状況。



関西電力管内の電力不足については、４月の段階では「16.3％の不足」とされていたものが、５月に入ると「14.9％の不足」といったように微減し始め、05/16/2012 にはいきなり「5％の不足」という”アキレタ発表”となっています。

言ってみれば、政府と関西電力が共謀して、ロクに電力需給の改善に知恵を絞ることなく「16.3％」という高い数値を提示して、「原発再稼動」するべく国民を恫喝しようとしたがこれがうまくいかず、あらゆる方面から電力試算の”デタラメ性”を指摘され、これを是正せざるを得なくなっているのです。




ところで、この一連の「夏の電力不足キャンペーン」ですが、以下の東京新聞記事にて”仙谷由人"のコメントとして紹介されていると共に、関西電力関係者もゲロしているように、本当は「需給問題」などは、なく、原発を再稼働しなければ電力会社のバランスシートにおいて原発が「資産⇒負債」になるため、企業会計上”脱原発”はできないというのが”ホンネ”なのです。

すなわち、政府と関西電力は、日本国民の安全よりも一民間企業である電力会社の企業会計が優先させるということを目論んでいる訳です。

民主党は十六日、原発再稼働に関して賛成と反対の提言をそれぞれまとめている二つの作業部会による二回目の合同会議を開いた。関西電力管内で今夏の電力需給見通しを１４・９％不足とした政府の需給検証委員会の報告について議論し「発電量はさらに積み増すことができるのではないか」と疑問視する意見が相次いだ。

原発再稼働に反対している川内博史氏は水力発電量について「過去の発電実績に基づいて算出しているが、実際に利用できる河川の流量を発電所ごとに積み上げたのか」と質問。会合に出席していた経済産業省の担当者が確認していないと答えたため、川内氏は発電量が増える可能性があるとして再検証を求めた。

原発再稼働を容認する田嶋要氏も、夜間にくみ上げた水で発電する揚水発電について「（揚水を増やすことで）もっと発電量を増やすことができるのではないか」と指摘した。

別の出席議員からは、試運転を予定している新設の火力発電所も発電量に加えるべきではないかとの意見もあった。

一方、再稼働の是非を政治判断する野田佳彦首相と三閣僚の会合に参加している仙谷由人政調会長代行は自ら発言を求めて「需給問題とは別に、再稼働せず脱原発すれば原発は資産から負債になる。企業会計上、脱原発は直ちにできない」と強調した。

5月6日、日本国内の原発54基が全停止した。野田政権は福井県の関西電力、大飯原発3、4号機の再稼働を試みたが、滋賀県、大阪府など周辺自治体の反発を受け難航。政府与党の民主党内からも異論が噴出し、原発はすべて停止した。

それでも政府、電力会社、一部新聞は「原発が停止して夏を迎えると大規模な停電になる恐れがある」「電力不足を嫌って企業が国外へ脱出、産業が空洞化する」などと危機を訴えている。

この夏、電力は本当に不足するのだろうか。エネルギー問題に詳しい民主党原発事故収束対策プロジェクトチーム（PT）の荒井聰座長はこう話す。

「我々は昨年から党内でこの問題を何度も議論してきたが、結論としては“乗り切れる”と見ています。電力不足が予想されるのは高校野球中継のある8月半ばの3、4日程度と見られ、時間も1日中ではなく午前10時から午後2時までの4時間程度。夏の間、ずっと電力が不足するのではない。この程度なら計画停電をせず、エアコンを扇風機に変えるなど、国民に節電を呼びかければ何とか対応できると思っています」

内閣府・国家戦略室のエネルギー・環境会議が昨年7月29日にまとめた電力需給見込みによると、今年8月の電力会社九社の電力供給力は最大で1億6297万キロワット。これに対し、猛暑だった一昨年の電力需要は1億7954万キロワット。そこで、もし今夏が一昨年並みの猛暑なら、8月は1656万キロワット（9.2％）の電力不足になる、と同会議は試算した。

「一昨年の夏といえば、まだ東日本大震災が起こる前です。つまり政府は大震災前と同様、国民が電力を無駄遣いすると想定して9.2％も不足するぞと脅しているのです。大震災を経て電力に関する国民の意識は大きく変わり、首都圏では計画停電も経験済み。国民は政府が考えるほど愚かではない。ピークから逆算して電力不足を強調するのは原発を再稼働したいからだ」（前出・民主党中堅代議士）

エネルギー・環境会議では、一昨年夏に基づく試算とは別に、昨夏のピーク時を基にした試算も出している。これは今夏が昨夏並みの暑さで、昨夏同様の電力の使用制限を行ったと仮定して試算したもの。こちらの試算だと9社で逆に636万キロワット（3.9％）の電力が余る計算だ。つまり節電もせず、電気を使いまくった場合は不足するが、昨年並みの使用制限を行えば電力は余るのだ。
