In Japan and China, there is a significant difference in consciousness regarding rules and norms. In Japan, there is a strong awareness that rules are decided collectively and therefore must be followed. However, in China, rules are seen as a means for those in positions of authority to control those below them, and there is a prevalent belief that following rules blindly is foolish. Additionally, there is a strong mindset that rules only need to be followed if they are explicitly stated. The concept of "unspoken understanding" that exists in Japan does not apply.
