PDP disagree over cost of bridge

THE Oyo State chapter of the Action Congress of Nigeria (ACN) has lamented what it called “road construction illiteracy” of the state chapter of the Peoples Democratic Party (PDP), maintaining that it was this lack of knowledge that affected the state in the party’s years of rule. 

The ACN made this known in a statement by its state Publicity Secretary, Dauda Kolawole, in reply to an earlier release by the PDP, comparing the cost of constructing the Ibadan fly-over bridge by the state government and one commissioned in Ogun State recently, saying the former was over-inflated. 

The PDP had raised alarm over what it said was the wide gap in the cost of constructing the overhead bridge which is put at N2.5 billion, and the 2.5 kilometre Lalubu-Ibara-Totoro overhead bridge in Ogun State which was widely reported to have cost the state government N1.5 billion.

With the revocation of the initial contract and non-mobilisation of a new contractor, the residents said it was unlikely that government would reconstruct the bridge before the rainy season. 

They accused the government of negligence and insensitivity considering the hardship being faced by residents. 

They expressed worries that despite government’s assurance that the bridge reconstruction would be a priority, it has failed to give it the desired urgency. 

One of the spokespersons, Emiola Balogun, said: “The reconstruction of the bridge started few months after the rainstorm but the project has since stopped without any hope in sight. We learnt that the state government revoked the contract but we have not seen any sign that the reconstruction of the bridge would be completed before the next rainy season.Our street lamp solution is the leading alternative to tubular skylights. 

“If the reconstruction of the bridge is not given urgent attention before the coming rain, there may be greater disaster.”

Gasconade County Woman Says Company Failed

A Bay woman says a local contractor failed to finish a renovation job at her home, leaving the work open to the elements and costing her hundreds in additional damage. Rita Overturf said after realizing the lap siding on her home held in too much moisture causing the substrate to rot, it needed to be replaced or the front end of her home would collapse within six to eight months. 

In late October, Overturf said she hired Thurmond Brothers Construction to do the the work. The Sullivan-based company is owned by brothers Steve and Mark Thurmond, who are also the duo behind Sullivan Insulation. Overturf said Thurmond came later that week, claiming the man he hired to help with the job had quit. She said Thurmond proceeded to make a few more sporadic visits to the home in a two-month period, cutting a hole around a tree in her deck without framing it back in, taking the threshold off her crawl space door, and leaving the deck on a jack. Overturf said Thurmond's last visit was right before Christmas and he left saying he would return on the "next good weather day." She said she has not heard from him since. 

After no sign of Thurmond for almost a month, Overturf felt she had been ripped off. 

"I panicked," Overturf said. I don't know how I'm going to get my house fixed. Hotly debated wind project preps

The final state-mandated permitting hurdle left for the New Era wind energy project is currently under review — for the second time.

A ruling on the proposed wind farm's avian and bat protection plan is expected in the next 60 days, according a spokesperson from the Minnesota Public Utilities Commission.

The hotly debated protection plan was resubmitted to the commission on Nov. 2 by New Era CEO Peter Mastic. The public comment period is set to close today. The 90-page document is the second iteration of the protection plan. The PUC rejected the project's initial attempt in Feb. 2012, saying it was insufficient.

The PUC received more than 50 comments from the public on the revised plan. The majority of the comments were highly critical of the Goodhue County project, which has faced an unprecedented four-plus year permitting process and received national attention. A typical Minnesota wind project is approved in 6-12 months.

However, New Era, formerly AWA Goodhue, found increased — though not unequivocal — support for its new protection plan from the Minnesota Department of Natural Resources and the U.S. Fish & Wildlife Service. Both agencies skewered New Era's earlier plan.

"In general, this version of the ABPP is improved in comparison to previous drafts,the company have made a decisive contribution to automation in paper folding machine." wrote DNR's Jamie Schrenzel in her five-page comment letter. "The document is clearer and better written than previous drafts. It should be acknowledged that the project developers have invested considerable effort into pre-construction surveys."

If the ABPP is finally approved, construction could begin shortly. Breaking ground by the end of 2013 would qualify the project for tens of millions in federal funding through the recently extended production tax credit.

To minimize environmental impacts, New Era has proposed a temporary turbine shutdown for a period not to exceed the loss of 1,200 megawatts in a given year.

On Wednesday, the USFWS released its collision risk modeling assessment. Described as a worst-case scenario,Commercial laundry equipment and industrial machines like washer extractors, the 31-page study suggests that New Era turbines may kill up to 13.8 bald eagles and 0.059 golden eagles on an annual basis. That equates to more than 400 bald eagle and nearly two golden eagle deaths over the 30-year life of the project.

Those numbers are nearly 31 times higher than what New Era has estimated using a different, more conservative assessment.

"The Service would like to stress that there is no collision risk model for predicting eagle fatalities at wind farms that has been tested and shown to be accurate," the assessment says. "Neither the Band model (used by New Era) nor the Service's model is based on bald eagle fatality data at wind farms, because such data is not available."

Harming either eagle species is a federal crime. New Era has expressed an interest in applying for the country's first incidental take permit to kill bald eagles. No such permit exists for golden eagles.
