拝啓。「イタリアを訪れている中国の習近平国家主席」は「コンテ首相」と会談した。
両者は「Ｇ７」のメンバーでは初めてとなる「巨大な経済圏の構想」である
「 One Belt One Road Initiative」に関する覚書を交わした。
そして、両者はイタリアのインフラ整備で協力することなどで合意しました。
覚書では、
イタリアの港や道路などのインフラ整備で協力することや
投資や貿易を双方向で拡大させていくことなどが盛り込まれています。
また、
イタリア北部のジェノバの港の再開発に中国企業が参画することなど両国の企業の間でも覚書が交わされました。
「ＯＥＣＤ」が今月発表した予測では、
イタリアのことしの経済成長率はマイナス0.2％と、Ｇ７の国で唯一のマイナス成長になる見通しです。
しかし、「ＧＤＰのおよそ1.3倍にあたる巨額の債務」を抱えるなか、
イタリア政府は効果的な景気刺激策を「打ち出せて」いません。
イタリアが中国と「One Belt One Road Initiative」をめぐり覚書を交わすことについて、
ＥＵやアメリカからは「懸念の声」も聞かれます。
「アメリカのＮＳＣ」は、ツイッターのアカウントで声明した。
「One Belt One Road Initiative」を支持することは、
中国の「略奪的な手法」を「正当化」させることになる。
それは「イタリア国民の利益にはならない」。
アメリカは「イタリアを check」しています。
またＥＵの報道官は今月７日、「すべての加盟国はＥＵのルールや政策に沿い、
ＥＵの「結束」を「尊重する責任がある」と述べた。
彼はイタリア政府の方針が加盟国の足並みの乱れにつながりかねないことに懸念を表明しました。
ＥＵは、来月行われる中国との首脳会議を前に「対中国戦略」を見直し、
「不公平な貿易の是正」などを中国に求めていくことを確認しています。
その一方で、
ギリシャやポルトガルなど加盟国13か国はすでに中国と
「One Belt One Road Initiative」をめぐる覚書を交わしたとされ各国の「温度の差」は明らかです。
習主席の今回の歴訪は、
ヨーロッパとの協力を強化し、アメリカに対抗するねらいがあると言われています。
この流れの責任はアメリカにあります。
毎年、巨額（日本の税収入位）のドルを中国に与え続けたことにあります。
このドルの供与は、今年も行われています。
中国は間違いなく欧州を狙っています。
ギリシャやポルトガルなど加盟国13か国はすでに征服しました。
ついにイタリアも征服しそうです。
救いはＥＵ（主要国）です。
ＥＵは「不公平な貿易」の「是正」などを中国に求めていくと言う。
中国のＣＯ２の排出と同じです。
ＥＵは中国を特別扱いしないでください。

世界の皆さん、日本の司法のクレイジーな「法の論理」を「糾弾」してください。
皆さん、この問題を「G２０」や「国連の人権理事会」で取り上げてください。

彼らは、いまだに日本を法の下で統治する「正義」ありません。

私は、2つのことを「訴えて」います。
これは日本政府による「国際的」な「人権侵害」です。

１．外国人が「在留の資格」以外の「違法な労働」を行った。しかし外国人は無罪です。
外国人だけが入管法７０条「違法な労働の罪」で処罰されました。
これに対して入管法は不法な労働の「因果関係」である雇用者を入管法７３－２条
（不法な就労を助長した罪）で処罰しています。
しかし、日本の司法は外国人のみを「処罰」しましたが、「雇用者」を「処罰」していません。
これは明らかに「法の下での平等の原則」に反します
そして「恣意的」に外国人だけを「処罰」することを禁じた国際法に違反しています。
違法に外国人を雇用した雇用者が「無罪」であるならば、違法に働かされた外国人も「無罪」です。
そうであれば、入管法70条に対する「刑法の他の犯罪を支援した者」は誰もいません。
「私、KinGungaku、フィリッピン国の外交官、フィリッピン大使館職員」は無罪です。
２．検察が「入管法22-4-4条の支援」を理由として、
入管法70条に対して刑法の60条および62条の「他の犯罪を支援する罪」を「適用」することは「クレイジー」です。
これは法の論理が狂っている。
外国人が入管法22-4-4条（虚偽の書類を提出することによるstatus of residenceの取得）に規定する行為を行った。
しかし、これに対する「刑事処罰」はありません。
処分は、法務大臣による「status of residenceの取り消し」と「国外への強制退去」です。
したがって「刑法の60条および62条の「他の犯罪を支援する罪」は適用できません。
「起訴状」が指摘する入管法22-4-4条の「犯罪の理由」は入管法70条とは因果関係がない。
まったく、法の論理が狂っている。
日本政府は「告訴」を「crush」ています。
しかし国家権力による「crush」は「Statute of limitations」の「停止」です。
