一方 actor, elevator, educator などでは -or が使われています。

【回答 】
 英語の「~する人(もの)」を表す接尾語は、元々は -er だけだったのですが、1066年を境とする中期英語時代に入って、「征服王ウイリアム」(William the Conqueror)と共に流入してきた(古期)フランス語を通して、ラテン系の接尾語 -ar/-or を含む語が大量に使用され始めました。

その結果、英語では -er/or の混交が起こり、
英米人でもその使い分けには戸惑っていると言われるほどです。

日本人が混乱するのも無理からぬところと言うべきでしょう。

 そこで、ご質問の -er/-or の使い分けに入りますが、その前に、-er は今もどんどん使われている living suffix であるのに対して、-or の方は、既に -or を付けた語として確立している語(例えば、actor, author, collector, conductor, editor, governor, professor, tutor など)にしか現れない、いわゆる dead suffix であることを知ってください。

そのことは、beggar, liar, scholar などにおける、やはり「~する人」を表す -ar についても同様です。ですから、今も例外的に elevator, educator, mediator など、-ate で終わる動詞には -or が使われますが、その他は writer, speaker, computer, commuter, reporter のように、英語本来の -er を付けるのです。

 ところで、adviser/advisor などのように、-er/-or の両方が混在する例もありますが、このような場合には -or を含む方が古い形で、advisor は「(役職としての)顧問」、adviser の方は「(一般に)助言者」という意味でした。しかし、今では区別しないことが多いようです。

また、-ist という(ラテン系の)接尾語も「~する人」を表しますが、-er が主に「動詞」に付けられるのに対して、cyclist, pianist, journalist, panelist のように、「名詞」の語尾として使われます。従って、よく言われる paneler は間違いです。
