No. 4 Crisis which is still there


He cannot feel relieved as since all domestic nuclear power plants stopped.
The danger of an accident also hangs around spent nuclear fuel.

国内の原発すべてが止まったからとホッとするわけにはいかない。使用済み核燃料にも事故の危険がつきまとう。

　函館市内の高校英語教師ピーター・ハウレットさん(57)は先月、カナダに住む妹から届いたメールに心底驚いた。

　米国の専門家らの見解を引いて、こうあった。

　「人類全体に差し迫った危機です。もし福島の燃料プールが倒壊したら、人々は日本を脱出しなければならず、（太平洋を隔てた）米国やカナダの西海岸でも（放射能を避けて）屋内退避することになるでしょう」

　危機の元は、福島第１原発４号機の使用済み核燃料プール。実は、同じ事を国会で警告した元外交官がいる。

　駐スイス大使などを歴任した村田光平さん(74)。参院予算委員会での公述（３月２２日）。

　「この燃料プールが、もし崩壊して、燃料棒が大気中で燃えだした場合には、果てしない放射能が放出される。もちろん、東京は住めなくなるわけです。（略）まさに４号機が事故を起こせば、世界の究極の破局の始まりと言えるわけであります」
　
　４号機の燃料プールは大震災直後から今に至るまで最大のリスクであり続ける。内外の専門家が危ぶむことは－。

　事故当時定期点検中だった４号機では核燃料は炉内から運び出され、原子炉建屋の使用済み核燃料プールにあった。

　その数１５３５本。１～３号機で貯蔵する総数に匹敵する。

　プールは建屋３、４階部分に残ったが、爆発で屋根が吹き飛び放射能の防壁がない。燃料棒から出続ける崩壊熱を冷やす水が必要だが、地震などで建屋が崩れたら冷却不能で万事休す。燃料が崩壊して、膨大な放射能が大気中にまき散らされる。一説に、その量は福島事故の最悪１０倍とも言われる。

　東京で村田さんに会った。

　－国政の現状について。

　「危機感と倫理観の欠如です。福島を経験しながら、なお脱原発にちゅうちょするとは。倫理と想像力がないからです。日本の『原子力独裁』体制に終止符を打たなければなりません」

　－海外も注視しています。

　「４号機で事故があれば世界は終わる。国連のパン・キムン事務総長に倫理サミットの開催を呼び掛けています。国際的な英知を集めた評価委員会をつくり、総力を挙げて燃料棒の取り出しを急ぐべきです」

　東京電力は事故後、４号機のプール底部を支柱で補強した。

　昨年の大震災と同程度の地震でも燃料プールや建屋が壊れることはないというが、余震が頻発する中、果たして大丈夫か。

　元原子力プラント設計技術者で、経済産業省原子力安全・保安院の安全評価（ストレステスト）意見聴取会で委員を務める後藤政志さん(62)に尋ねた。

　「一応の耐震補強はなされたと思うが危険がないとは言えない。床が抜けて燃料が飛散すると手が付けられなくなる。もうお手上げです。まず日本が終わります。」

　「福島原発事故独立検証委員会」（民間事故調）の報告書は事故当時、政府が作成した「最悪シナリオ」を検証している。

　首都圏３千万人避難が必要とされた最悪シナリオの引き金は「４号機プールの燃料破壊」。

　連鎖的に他号機でも燃料破壊が進展し、放射性物質の大放出に至る－。燃料プールこそ最も「弱い環」であり「死角」だったと報告書は指摘している。

　４号機問題は示唆的であると筆者は思う。使用済み核燃料は泊原発を含め全国の原発で貯蔵されている。その危険性がこれ以上ないほど明確になった。

　前出の村田さんは外交官時代も原発に象徴される経済至上主義からの脱却を唱えてきた。いま「最悪シナリオ」は何としても食い止めなければと訴える。６月９日には札幌で公演する。 2012/5/13
