屋内退避については、驚くべきことにネット上にもあまりマニュアルがありません。
国土の狭さから見れば世界一の原発大国である我が国は、私も含めあまりにも放射線物質による被爆に無知だったと反省せねばなりません。
財団法人福島県原子力公報協会のホームページにあるマニュアルを私なりに補完したものが、この屋内退避マニュアルです。
＜屋内退避の指示がだされた場合の対応＞
自宅などの建屋内に入り、出来る限り外気に触れないよう、ドアや窓を全部締めてください。
屋内に留まっていれば、被曝する放射線の量を少なくできます。災害対策本部の指示に従い、冷静沈着に行動してください。
＜屋内退避の方法 / 基礎知識 ＞
●もし屋外にいるときに通報を知った場合は、すぐにマスクを着用し（持参していない場合はハンカチでも可。近くに水道があった場合はぬらして口と鼻を覆う）すみやかに屋内に移動。着用していた衣服、靴を玄関ドアに入る前に脱ぎビニール袋などに入れて密閉し屋外に置く
■髪などをよく払ったうえで屋内に入る。そしてすぐに顔や手を洗い流す。うがいをして。できるならシャワーを念入りに。
●全ての窓やドアを閉め、外気とつながっている全ての空調設備や換気扇、ヒーターなどを止め、食品の容器にはふたをしてください。
●特に換気扇、隙間のある箇所にはゴミ袋と接着テープを使って念入りに密閉すること。風呂場、トイレの窓も忘れがちなので注意。ガムテープ、ビニールテープに余裕があればサッシ部やクーラーの排気口部を隙間なく密閉してしまうこと。
●テレビ、ラジオ、広報車、防災行政無線などで発表される情報や指示に注意してください。インターネットが繋がっている方はUSTREAMをチェックし、Twitterのアカウントをお持ちでない方はすぐにアカウントを作成して有力な情報配信元をフォローしてください。

■最後に重要なのは飲料水と食べ物への注意です。チェルノブイリを例にすると約3週間後から濃縮された放射性物質を含んだ水道水、食品を警戒する必要がでてきます。恐れることはありません。乳幼児、妊婦の飲料水を徹底的に管理し、食品の出荷元を徹底的に調べることで被害を最小限に食い止めることができます。
