広島市民の良識は？

Toshinao Nakagawa (中川俊直) House of Representatives
councilor who resigned from a political advisor of economy and
industry for reason of women’s problem and seceded from
LDP (Hiroshima 4 ward election) held a press conference in
Higashi-Hiroshima city. He announced that he won’t resign as
a Diet member. Mr. Nakagawa interviewed for the first time
after the problem revealed in April.
Mr. Nakagawa has no consciousness that he is a councilor
chosen in the election, and he isn’t aware of his responsibility
that he has to respect the norm of society.
If Hiroshima people elect him again, sense of Hiroshima
people would be doubted.
Prior to the interview he attended the association's meeting.
He apologized to the supporters on a series of problems. He
said that he got an acknowledgment to continue the parliamentary
activities and run for the next House of Representatives election.
Mr. Nakagawa is a son of Mr. Hidenao Nakagawa(中川秀直)
who was the former secretary general of LDP.
Second generation members are the cause of quality deterioration
of politics and administration.
Mr. Yuuki Mori(森祐喜) who is a son of Prime Minister
Mori(森喜朗) had no ability as a politician. Ms. Yuko
Obuchi(小渕優子) who is a successor of Obuchi Prime
Minister has no ability as a politician, either. If you judge
Shinzo Abe from his behavior, you can’t see Shinzo Abe
has the ability as Prime Minister.

女性問題を理由に経済産業政務官を辞任し、自民党を
離党した中川俊直衆院議員（４７）（広島４区選出）、が
地元の広島県東広島市で記者会見した、そして、議員
辞職しない考えを明らかにした。中川氏は４月の
問題判明後初めて会見した。
中川氏には選挙で選ばれた議員としての自覚がなく、社会の
規範を尊重しなければならないという社会人としての
判断力も無い。広島市民がもう一度彼を当選させたら
広島市民の良識が疑われるであろう。

　彼は会見に先立ち後援会の会合に出席した。彼は一連の
問題について支援者に対して謝罪し、議員活動を続行し
次期衆院選に立候補する了承を得たと語った。
中川氏は元自由民主党の幹事長であった中側秀直氏の子息
である。衆院当選２回。
総理大臣の子息である森祐喜さんには政治家と
しての力量が無かったし、小渕総理大臣の後継者で
ある小渕優子さんには、同じく、政治家としての
力量が無い。残念ながら、安倍晋三さんの行動から
判断して、晋三さんに力量があるとは思えない。
仲の良い友人たちに囲まれている時だけ、周囲の
何かを利用できるのだ。　　

「読売新聞を読んでください」という答弁はひどい

「読売新聞を読んでください」という答弁はひどい。
無責任すぎる。

国会における本会議、あるいは各種委員会において、
委員や議員が、大臣や総理大臣に質問し、その質問に対
して、大臣や総理大臣が答弁することで、法案や予算案
の内容がより明らかになる。この質疑応答はテレビで
中継されたり、新聞や雑誌で詳細に報道されたりして、
広く国民に知らされている。この質疑応答の場である
国会は非常に大切であり、存在する意義がある。
これが民主主義の土台になっている。しかしながら、
質問に対して「読売新聞を読んで下さいよ」という回答
は許されるのであろうか。いや、許されることは無い。
自分の口で説明出来ない大臣や総理大臣と、このような
レベルの低い回答をした大臣や総理大臣は、辞任すべき
である。

自由民主党の石破衆議院議員でさえ、「安倍晋三首相が
自身の憲法改正案について国会での答弁の中で、「読売新
聞を読め」と言ったのは、国民にはかなりショック
だったと私は思う。あの時から、総理大臣は国民に対し
てきちんと説明してくれているのかという不安が国民に
芽生えたのではないか。これは不満の原因にもなってい
る。
　憲法改正にしても、国家戦略特区にしても、（首相は）
自身を支持している団体には国家の重要政策を発表する
が、多くの一般国民は疎外感のようなものを感じたの
ではないか。自分たち一人ひとりに、誠実に正直に説明
してくれているのだという共感を呼び戻すことが必要
ではないか。

railway, which is part of the "one-way, one-road" economic
zone concept led by the Chinese government, seems to end

Venezuela goes up to 475 hundred million dollars,

of unique "political merchant collusion" by the Chinese
Communist government. State-owned enterprises that
can receive strong ties and guarantees with the Chinese
government do not care about risks, accumulate debts, and
are constantly losing losses. If the plan is successful,

Many economists point out the high risk of the concept
of 'one way road' that will keep developing countries under
the vast infrastructure plan. The high-speed railway is very

level is low even in areas with high population, market
size and purchasing power are very small, there is little
real benefit."

失敗に終わる見通しである。高速鉄道建設のキャンセ
ルが相次いでいることが明らかになった。理由は収益

ある。
英フィナンシャル・タイムスと米シンクタンク国際問題
研究センター（CSIS）によると、世界18カ所で約束された
中国資本による鉄道建設計画は、総価値1,430億ドル
（約14兆円）に達する。うち1件が竣工済み、5件が建設中、
12件はいまだに計画途中だ。
同紙の推計によると、中止されたミャンマー、リビア、アメリカ、
メキシコ、ベネズエラでの5件の建設計画の価値は475憶ドル
（4.7兆円）に上る。これは、現在建設中の5件の合計249億ドル
（約2.4兆円）のおよそ2倍になる。
また、計画中の12件に含まれるインドネシア、セルビア、ラオス
などの3件では、現地の電力配給能力に合わないとして、中止
される可能性があると指摘した。
さらに、中止の要因は、中国側の「鉄道外交」に対する不信感
との見方がある。
2014年、メキシコの中止の決定について、同国のエスパルサ
通信運輸大臣は「合法性、透明性を欠く」と述べた。
なぜ、キャンセルされながらも、鉄道外交は推進されている
のか。背景には、中国共産党政権による独自の「政商結託」の
問題がある。中国政府との強い繋がりと保証を受けられる国営
企業は、リスクを顧みず、借金を積みあげて、はばからずに
損失を重ねている。計画が成功すれば、共産党や国営企業の
幹部の昇進に繋がる。
多くの経済学者が発展途上国を広大なインフラ
計画で貫く「一帯一路」構想のリスクの多さを指摘す
る。高速鉄道は数百キロと非常に長く、地形の複雑さ
もあり、運用コストに見合っていないとしている。
ある経済学者は「人口が多い地域でも経済水準は低
く、市場規模や購買力も小さく、実質の利益は
ほとんどない」とみている。

脆弱な国家＝中国と北朝鮮

ということです。中国が言論の自由を弾圧・禁止する
ことによって成り立っている訳ですから、もし仮に
中国共産党が一般市民の言論の自由を認めれば、中国
共産党はただちに崩壊してしまうでしょう。つまり、
中国共産党は実はもろいということであり、中国は
脆弱な（ぜいじゃくな）国であるということなのです。
ここで賢明なあなたはもうひとつアジアの国を思い
起こすことでしょう。そうです北朝鮮です。中国も
北朝鮮もともに脆弱な（ぜいじゃくな）国なのです。
江戸末期から明治の日本と同じですね。

It is very annoying for Japan that Trump, the American
President relies on Mr. Henry Kissinger.
Mr. Henry Kissinger has little interest in Japan, and he
does not like Japan very much. He thinks he cannot
make money in Japan. Long ago, he entered
between Chinese companies and US companies in
partnership with Chinese leaders, and got a lot of money.
It was an astronomical figure. If he wants much more
power than he has now, if he wants much more wealth
than he has now, he will be an embarrassing existence
almost as same as Former Prime Minister Aso and
Prime Minister Abe today for Japan.　Can we, Japanese
people, cope well this disaster? What do you think?

米国のトランプ大統領がHenry Kissinger氏をたより
にしていることは日本にとって大変迷惑なことである。
Henry Kissinger氏は日本にはあまり関心がなく、好き
でもない。彼は彼自身は日本では金もうけはできない
と考えている。
昔、中国の指導者と組んで中国企業と米国企業の間に
入り大金を手にした。それは天文学的数字だった。
彼は現在以上の権勢を望み、現在以上の富を望んで
いるとしたら、麻生元首相や安倍首相と同じくらい
日本にとって困った存在である。我々日本国民は
この災害にうまく対処していけるだろうか。
