[RULE] The award is offered by the Smolensk Oblast Radio Club
and will be issued to any amateur radio operator or swl for
QSO's/SWL's with a stations of the Smolensk oblast
(R3L*, RA3-RZ3L*, U3L*, UA3L*, UE3L*) on or after 1 January
2004 on all bands and modes.
Requirements:
DX stations: 2 QSO/SWL with radio stations of the Smolensk
region or 1 QSO/SWL with a special event station
- R200MIG or UE3LMG.

2/QSO/QSLが申請条件です。Activityが高い地区ですので
簡単な感じがします。 近代ロシア音楽の父とも呼ばれる
作曲家のミーハイル・グリンカを因んでアワードが発行さ
れているようです。UA3L、スモレンスク地区はモスクワの
西に位置し、EU、ベラルーシとボーダーラインを接している
ようです。
