Trustees vote to increase tuition, fees, meal plan, childcare fees

　　Students will be paying a bit more next year to attend Garden City community College. During last night’s regular board meeting, trustees voted to increase tuition, course fees, meal plan costs and childcare fees.
　　Trustees approved a $2 increase for all instate students raising tuition from $37 to $39 per credit hour. Total in-state tuition and fees will be $60 effective Fall 2005. Out-of-state tuition and fees will remain steady at $86.
　　In a memorandum to the trustees, President Carol E. Ballantyne proposed a slight increase in tuition rather than initiate a large one-year jump. Ballantyne reported that Garden City Community College is in the midrange for tuition charges when compared to other Kansas community colleges.
　　Ballantyne also reported the other community colleges would be increasing tuition and/or fees with the exception of Johnson County, which instituted a $6 increase last year.
　　The board also approved a $150 increase for a 234-day meal plan. Students will be able to choose from 19-, 15- and 10-meals per week plans. College officials reported the increase reflects a modest increase contingent on resident hall occupancy.
　　College officials evaluate individual course fees annually to cover cost of consumables used by students. Trustees unanimously approved the 2005-2006 propsed course fees resulting in a variety of increases and decreases.
　　Campus day care childcare fees will increase from $2 to $2.25 per hour. Fees are assessed for hours children receive care. The per-hour fee also includes the price of curriculum activities, lunch and snacks.

　官邸でドレスと和服の２人に挟まれた首相は「やー、いいですねえ」と笑顔。「日本の桜はもう散っちゃったか」と残念そうに繰り返したが「ワシントンの桜はいつ咲くの？」「日本のすしはアメリカより絶対おいしいから、是非召し上がれ」などとヒルボルトさんに上機嫌で語りかけていた。

　全米さくらまつりは、伊勢ゆかりの尾崎行雄（咢堂）が東京市長時代、ワシントンに桜を贈ったのがきっかけで始まった。ヒルボルトさんは先月７日、カンザス州代表として女王選考会に出場し、栄冠を手にした。
　ヒルボルトさんは、咢堂を顕彰する女性の会「香風」の土井孝子代表や花みずきの女王松葉さとみさん（２６）（伊勢市神久）らと伊勢神宮を参拝し、「いい思い出になる」と話していた。

【ロンドン２７日共同】ＡＰ通信によると、米映画「オズの魔法使」（１９３９年）で主役を演じた女優の故ジュディ・ガーランドが実際に着たドレスが２７日、ロンドンで行われた競売で１４万ポンド（約２８００万円）で落札された。落札者は明らかにされていない。
　撮影当時、１０代後半だったガーランドは主役のドロシーを演じ、スターの座を決定的にした。映画はミュージカル調で、ドロシーが竜巻に巻き上げられて魔法の国のオズに飛ばされるというストーリー。
　競売の主催者は「ドレスは２０世紀に最も愛された映画の中で演じられた子どもの魅力を象徴するものだ」と話した。

The scarecrow’s pitchfork is the latest exhibit at the Museum of World Treasures. It is the pitchfork Roy Bolger carried as a farmhand during the storm scene at the beginning of the 1939 musical with Judy Garland.

１．当館管轄区域の拡大

　２００４年１２月末をもって、在カンザスシティ総領事館が閉館することになりました。これにより、２００５年１月以降当館は、現在管轄している４州（イリノイ、インディアナ、ウィスコンシン、ミネソタ）に加え、在カンザスシティ総領事館管轄の６州（アイオワ、カンザス、サウスダコタ、ネブラスカ、ノースダコタ、ミズーリ）を合わせた１０州を管轄することになる予定です。


２．領事サービス業務の当館への移行

学校では話題に上がっていなかったが、下記のニュースを見つけた。

SalinaはGarden Cityから４時間ほどのところにあるそうだ。

文化面では、全米、ましてや全世界からは全く注目を浴びないカンザス州だけに、今回のことで、少しは「アメリカにカンザスあり」をアピールできたのではないか。

　【ニューヨーク＝長戸雅子】史上初の無給油・無着陸世界一周単独飛行に挑んでいた米国の冒険家、スティーブ・フォセット氏（６０）が操縦する単発ジェット機「グローバルフライヤー」は三日午後（日本時間四日未明）、米カンザス州サライナの飛行場に帰還。約六十七時間で世界一周を成功させた。飛行距離は約二万三千マイル（約三万六千八百キロメートル）。
　米ＣＮＮなどによると、同機は二月二十八日にサライナの飛行場を出発したが、二日に燃料の１５％近くが原因不明のまま失われていることが分かり、一時はハワイへの着陸など飛行中断も検討された。しかし、太平洋上空で追い風を受けたため、フォセット氏が続行を決断したという。
　主にジェット気流を利用できる高度約一万四千メートル付近を飛行。自動操縦に切り替え短時間うたた寝をし食事は栄養ドリンクを飲んだ。十三個の燃料タンクは到着時、ほぼ空になっていたという。
　サライナの飛行場には計画の支援者である英ヴァージン・アトランティック航空のリチャード・ブランソン会長ら数千人が出迎えた。ジェット機から降り立ったフォセット氏が「長年の宿願を達成できた」と語ると、大きな拍手が沸いた。
　フォセット氏は二〇〇二年に、気球による初の世界単独一周に成功したほか、昨年四月にはヨットの世界一周最速記録を樹立しており、今回が三つ目の新記録となる。
　「グローバルフライヤー」は、世界初の民間有人宇宙飛行に成功した「スペースシップワン」を手がけたバート・ルーダン氏率いる「スケールド・コンポジット社」が設計・製造した。

カンザスの殺人鬼と死刑制度

アランが教えてくれたが、殺人鬼「BTK」がカンザス州のウィチタで捕まったそうだ。１７年間で１０人を殺害したが、カンザス州では９４年から死刑が認められ、BTKの最終犯行が９１年の１月なので死刑にならないそうである。

　カンザス州ウィチタ（ＣＮＮ）　米カンザス州ウィチタの警察は２６日、１９７４年から１７年間で計１０人を殺害した疑いで、市職員デニス・レイダー容疑者（５９）を逮捕したと発表した。同容疑者は、主に女性を殺害し、「ＢＴＫ（縛る、拷問する、殺すの頭文字）」と名乗って地元メディアに挑発的な手紙を繰り返し送りつけていたとされる。
　ウィチタ警察は市役所で犯人逮捕の記者会見を開き、「ＢＴＫは逮捕された」と言明。２６日正午すぎ、ウィチタ北郊のパークシティーで警ら中のパトカーがレイダー容疑者の車を停めて職務質問したのが、逮捕のきっかけになったという。
　調べによるとレイダー容疑者は、１９７４～９１年にかけて７回にわたり事件を起こし、女性７人、男性１人、子供２人を殺害した疑い。当局は、第１級殺人８件と殺人２件で起訴する方針。
　セジウィック郡検察官事務所によると、カンザス州は９４年以来、死刑執行を認めているが、「ＢＴＫ」によるものと断定されている最後の事件は死刑再開から３年前の９１年に起きているため、レイダー容疑者が有罪となっても、死刑は適用されない。
　一連の事件の犯人は１９７７年から７９年にかけて、「ＢＴＫ」を名乗り、被害者の遺品や現場写真などと共に犯行を自慢するような手紙をマスコミに送り続けたことから、国中の注目を集めた。７９年以降は手紙がいったん途絶えたため、「ＢＴＫ」は死んだのではないかと憶測も流れたが、昨年３月になって再び、挑発的な手紙が地元紙や警察に届くようになったため、「ＢＴＫ」への注目が再燃していた。３月の手紙は、未解決事件の犯行を認めたもので、犠牲者の運転免許などが同封されていたという。
　地元報道によると、レイダー容疑者はパークシティーの市職員で、野犬収容などを担当していたという。また地元教会の信者会長を務めたこともあるという。
　当局は、同容疑者を「ＢＴＫ」と特定するに至った経緯は明らかにしていないが、「ＢＴＫ」が頻繁に手紙や小包を送り続けた地元テレビ局は、ＤＮＡ鑑定結果が一致したと報じている。
　当局は、ウィチタ市内で起きた次の５件（被害者８人）について、同容疑者を第１級殺人罪で起訴する方針。

カンザスの悲劇

「カンザス」という言葉を聞いて、カンザス・シティを思い浮かべる人が結構いるのではないかと思う。当然、カンザス・シティなのだからカンザス州の都市で、中にはカンザスの州都と思っている人もいるのでないかと思う。

カンザス州の州都はトピーカ (Topeka)であり、州最大の都市はウィチタ (Wichita)である。カンザス・シティは、カンザス州とミズーリ州に分かれており、ミズーリ州側のカンザス・シティの方が人口も規模も大きい。

悲しいかな、NBAチームはカンザスには無く、野球もアメフトチームもミズーリ側にある。つまり、アメリカ三大スポーツのいずれのチームもカンザス州には無い。

カンザスシティ (Kansas City) は、アメリカ合衆国ミズーリ州の西端及びカンザス州東端に位置する商工業都市で、一般にミズーリ州の方を指す。ミズーリ川とカンザス川の合流点に位置し、州境界線が南北に縦断しており両州に都市が分離。人口はミズーリ側が約44万人（2004年）、カンザス側が約15万人、都市圏人口で約178万人となっている。通称、KC。

1821年に白人が入植、畜産加工の拠点として発展する。後に鉄道、航空、ハイウェーの結節点となり、交通の要衝として栄えた。また一帯は小麦生産が盛んであり、その集散地として機能を果たし、食品加工業などが発展。他に近くの油田を活用した石油精製、機械工業なども見られる。
