政府 退位・即位の準備本格化 新元号の公表検討へ

天皇の退位は憲政史上初めてのことで、政府は、退位が天皇陛下の意思に基づく「譲位」などと受け止められ、天皇の政治的な発言などを禁じた憲法４条に抵触するとの指摘を受けないようにすることを重視しています。このため退位の儀式を具体的に、どのような内容で実施するのかなどの検討は、過去に天皇が退位した際の伝統と憲法の規定との調和を図りながら慎重に進められる見通しです。
一方、今後の焦点となる新たな元号をめぐって、政府は、元号を改める改元を皇太子さまの即位と同じ来年５月１日に行う方針で、政府内では「国民生活への影響を考慮し、新たな元号を半年ほど前には固めて公表するのが望ましい」という意見が有力となっています。
昭和から平成に改元した際、元号の選定過程では、国民の意見を聞くという観点から有識者による懇談会も開催されたことから、政府は、今後こうした例も参考にしながら、ことし中に新たな元号を公表することを視野に検討を進めるものと見られます
