A poor substitute for coastal convoys, nicknamed the “bucket brigade”, was set up on 1 April 1942. Net-protected anchorages were established at places where there were no harbors, such as Cape Hatteras and Cape Fear, so that ships could be escorted by daylight from one harbor to another by such small craft as were available in the naval districts.
By mid-May enough proper escorts were available to organize convoys between New York and Halifax, N.S., and between Hampton Roads and Key West. By August a completely interlocking convoy system had been organized: two main lines (New York – Guantanamo and New York – Key West) with local branch lines from all important points on the East Coast, Gulf, Caribbean, Brazil and West Africa feeding in.

沿岸航行船団のまがいものは、“バケツ旅団”とあだ名されたが、1942年4月に編成された。ハッテラス岬やフィア岬のような港湾のない場所には、防潜網に守られた漂白地がつくられた。その結果、船団は日中、港湾から港湾への間を、海軍軍管区で使用できる小艦艇群によりエスコートされることができた。
5月中旬までに、ニューヨークーハリファックス間(北から南)、ハンプトンーキーウエスト間の船団には十分なエスコートが利用できるようになった。8月までに2本の主要な航路(ニューヨークーグァンタナモ間とニューヨークーキーウエスト間)は完全な一本化された船団システムに組織された。その2本の航路には東海岸、メキシコ湾、カリブ海、ブラジル、西アフリカまでずっとすべての重要地点を結ぶ支航路を含んでいた。

開戦後3ヶ月間は、信じられないことに、船は単独航行していた。船団を組めば、効果的に護衛することができるので、損害も減る。
