I experienced this behavior with coworkers a few days ago. Some young "woman" was speaking and singing in "meow-meows" to those around her. I was a bit perturbed at the time, but after seeing these TikTok videos it all came together. I was supposed to throw dollar bills at her.

We should all work together so that this energy can be redirected into asking more questions about what causes these things to happen. Pinning it on "personal responsibility" is far too dismissive and doesn't quite get to the root underlying cause of these problems at large, wouldn't you say? Following this problem further we have a few paths that can be taken:
- Social media addiction/isolation (aka why do ppl pay them? Why are they alone or why do they need this?)
- Atomization and stratification (Why are people only interested in themselves and why are we paying attention to them because others are giving them attention?)
- Wealth accumulation (Who is making money off of this? Influencers? App? Is there a pressure to perform this way to make money?)
- Societal expectations (What does society expect of others? What is acceptable and what is not? Do people feel excited by breaking those rules and are they causing things like this to become worse rather than better?)
- Parenting/behavior modeling (Why are parents not monitoring kids? What do they need to know? Why don't they know it? Is it an accident? A failure? Something else?)
From this one concern of yours alone there are a lot of different problems all working together that can be slowly picked apart as contributing factors to this symptom on display here. I believe there is more here that needs to be explored in-depth before a full and proper conclusion can be reached.
In layman's terms: your ideas are half-baked at best.
