A friend says. "Even if each country embarges oil, that country will mass-produce missiles and nuclear power in their own country busily. If that happens, at the stage when each country is lifted, the country will have countless nuclear weapons and missiles.
If that happens, even if  big power countries, it will fall down to that country."
