飛躍的にも高めてゆくべき、
ぎりぎりの状況にも、 ある 。
地上を襲い、 地上をおおい得る、
あり得る、 災害らへ対して、
地上に、 避難所らや、
避難経路らを設定して、
日本の主権者たちを、
それらへ誘導する事は、
人食い虎どもの住む、 密林へ、
わざわざ、 人々を誘導する事に類する、
行為であり、
日本の主権者としてある、
日本人たちの一般 、へ対して、
個々の日本国民においても、
執事なり、 召し使いなりの立場にある、
公務員などの、 者らにおいても、
成す事が、 許されない 、
行為なり、 態度なり、 であり、
日本人たちの一般の、 あり得る、
福利ら、を、 より、 能くも、
最大限にも、 成す事を、 約束して、
日本の社会に、 存在し、 存続する事を、
日本国民たちの一般から、 許されてある、
筋合いにある者としての、 義務 、 に、
違反性を成す、 行為であり、
それが、 作為型では、 無く 、
無知性と痴愚性とにもよる、
不作為型の、 行為なり、 態度なり、
であっても、
それへの責めを負うべき、 筋合いを、
その主らの側に、 成すものである事に、
変わりは、 無い。
