五年春正月、百濟國遣使、召任那執事與日本府執事。倶答言「祭神時到、祭了而往。」是月、百濟復遣使、召任那執事與日本府執事。日本府・任那、倶不遣執事而遣微者。由是、百濟不得倶謀建任那國。
二月、百濟遣施德馬武・施德高分屋・施德斯那奴次酒等、使于任那、謂日本府與任那旱岐等曰「我、遣紀臣奈率彌麻沙・奈率己連・物部連奈率用奇多、朝謁天皇。彌麻沙等、還自日本、以詔書宣曰『汝等宜共在彼日本府、早建良圖、副朕所望。爾其戒之、勿被他誑。』又津守連、從日本來百濟本記云津守連己麻奴跪、而語訛不正、未詳宣詔勅而問任那之政。故、將欲共日本府・任那執事議定任那之政奉奏天皇、遺召三𢌞、尚不來到。由是、不得共論圖計任那之政奉奏天皇矣。今欲請留津守連、別以疾使、具申情狀遣奏天皇。當以三月十日發遣使於日本。此使便到、天皇必須問汝。汝日本府卿・任那旱岐等、各宜發使、共我使人、往聽天皇所宣之詔。」
別謂河內直百濟本記云、河內直・移那斯・麻都。而語訛未詳其正也。「自昔迄今、唯聞汝惡。汝先祖等百濟本記云、汝先那干陀甲背・加獵直岐甲背、亦云那奇陀甲背・鷹奇岐彌。語訛未詳。倶懷姧偽誘說、爲哥可君百濟本記云、爲哥岐彌、名有非岐。專信其言、不憂國難。乖背吾心、縱肆暴虐。由是見逐。職汝之由。汝等來住任那、恆行不善。任那日損、職汝之由。汝是雖微、譬猶小火燒焚山野連延村邑。由汝行惡、當敗任那。遂使海西諸國官家不得長奉天皇之闕。今遣奏天皇、乞移汝等還其本處。汝亦往聞。」

In the spring of the fifth year, in January, Baekje sent an envoy to summon the officials of Mimana and the Japanese administration. Both responded, saying, “Since it is the time for the rituals to honor the gods, we will come after they are finished.”
Later that same month, Baekje again sent an envoy to summon the officials of Mimana and the Japanese administration. However, neither Mimana nor the Japanese administration sent their proper officials. Instead, they sent people of lower rank. Because of this, Baekje was unable to work with them to restore Mimana.
In February, Baekje sent three officials—Setoku Memu, Setoku Kōbunoku, and Setoku Shinanoshi Shura—as envoys to Mimana. They spoke to the Japanese administration and the king of Mimana, saying, “We have sent Kinoshi Nasotsu Mimasara, Nasotsu Kore, and Mononobe no Muraji Nasotsu Yōgata to the emperor. Mimasara has returned from Japan with a decree that says, ‘You must quickly work together with the Japanese administration there and come up with a good plan to fulfill my wishes. Be careful not to be deceived.’
Additionally, Tsutsumori no Muraji came from Japan with an imperial edict, asking for a plan to restore Mimana. We have summoned the officials of both the Japanese administration and Mimana three times to discuss and decide on a plan for restoring Mimana and report it to the emperor. However, they still have not come. Because of this, we have been unable to make the report. We request that Tsutsumori no Muraji remain here for now, and that we send an urgent messenger to inform the emperor of the situation. We plan to send this messenger to Japan on March 10th. When the messenger arrives, the emperor will surely question you. Therefore, the officials of the Japanese administration and the kings of Mimana should each send an envoy to go with our messenger to meet with the emperor and receive his decree.”
In particular, they spoke to Kawachi no Atai, saying, “From the past to the present, all we hear about are your bad deeds. Your ancestors also conspired and deceived us. Ikaka no Kimi trusted your words, neglecting the troubles of the nation, and acted against our will, doing as he pleased with violence. Because of this, he was exiled. This was entirely your doing. You have come to Mimana and have always caused trouble. The daily harm to Mimana is because of you. Although you may seem small, just like a small fire that spreads through mountains and villages, your wicked actions will destroy Mimana. Because of you, the various countries west of the sea will no longer be able to serve the emperor. We now plan to appeal to the emperor to send you back to your original land. You should also come and hear the emperor’s decree.”

五年の春、一月に百済(くだら)は使者を遣わし、任那(みまな)の執事と日本府の執事を呼び出した。両者は「神を祀る時期なので、祭りが終わってから参りましょう」と答えた。
この月、百済は再び使者を遣わして任那の執事と日本府の執事を呼び出した。しかし、任那も日本府も正式な執事を送らず、代わりに身分の低い者を送った。このため、百済は彼らと共に任那復興を進めることができなかった。
二月に、百済は施徳(せとく)の馬武(めむ)、施徳の高分屋(こうぶんおく)、施徳の斯那奴次酒(しなのししゅら)を任那への使者として派遣した。彼らは日本府と任那の王に対して次のように告げた。「紀臣(きのおみ)奈率(なそつ)弥麻沙(みまさ)、奈率己連(なそつこれん)、物部(もののべ)連(むらじ)奈率用奇多(なそつようがた)を天皇のもとへ遣わした。弥麻沙は日本から帰還し、勅命を持ち帰って、『そちらの日本府の者たちと共に早く良い計画を立て、朕(私)の望みをかなえよ。気をつけて欺かれぬように』と告げた。
さらに、津守(つもり)の連(むらじ)が日本から来て、勅命を伝え、任那復興の方策を尋ねた。それゆえ、日本府と任那の執事を招き、復興策を協議して天皇に報告しようと三度にわたり召喚したが、それでも参上しなかった。このため報告ができない。津守の連に逗留を願い、特に急使を送って天皇に現状をお伝えしたい。それで三月十日に使者を日本に派遣するつもりである。この使者が到着すれば、天皇は必ず詰問なさるだろう。日本府の諸卿(しょけい)や任那の王たちも、それぞれ使者を出して、我が使者と共に参上し、天皇の仰せ(おおせ)を賜るように」と言った。
特に河内直(かわちのあたい)に対しては、「以前から今に至るまで、お前の悪行ばかりを聞く。お前の先祖もまた共に悪巧みをして、欺き惑わしてきた。為哥可君(いかかのきみ)はその言葉を信じ、国の災いを顧みず、我が意に反して勝手に暴虐を働いた。そのため、彼は追放されたが、すべてお前たちのせいである。お前たちは任那に来て、常に良くないことをしてきた。任那が日に日に損なわれていくのはお前のせいである。お前が小さな者であるとはいえ、小さな火が山野を焼き払い、村里に広がるように、お前の悪行によって任那は潰れてしまうだろう。海の西の諸国（朝鮮の諸国）は、もはや天皇に永く仕えることができなくなるだろう。今、天皇に申し上げて、お前を＊本貫(ほんがん)に帰していただくようお願いしたい。お前もまた参上して天皇のお言葉を賜るがよい」と言った。
