China bars access to villages near Beijing amid possible foot and mouth outbreak

Chinese authorities barred access on Tuesday to villages outside Beijing where they reportedly have slaughtered thousands of cows to stop an outbreak of foot and mouth disease.
Police at roadblocks stopped outsiders from entering the villages northwest of the Chinese capital and the roads were wet with what appeared to be disinfectant. Foreign reporters who tried to visit the area were temporarily detained.
Health and agriculture officials have refused to confirm a report that cows have been slaughtered in an attempt to stop an outbreak of foot and mouth.
Residents of the area, contacted by phone, confirmed that thousands of animals had been destroyed but said they didn’t know why. The residents wouldn’t give their names.
This month, the mainland reported outbreaks of foot and mouth in the eastern cities of Tai’an and Wuxi but none near Beijing in the country’s north.
The disease affects cows, sheep, goats and other cloven-footed animals, causing blisters on the mouth and feet. It isn’t usually fatal, but authorities slaughter animals to stop its spread.
Reports of possible outbreaks are sensitive because they often prompt governments to ban meat imports from the affected country.
China slaughtered a total of 223 cows after the outbreaks in Tai’an and Wuxi, according to information provided to the World Organisation for Animal Health.
Some 16 Chinese cattle imported to Hong Kong in March were found to have Asia 1 type foot and mouth disease - the first time that type of the disease was found in the territory.
That prompted the destruction of 7,147 pigs, 560 cattle and 120 goats that were at the same Hong Kong slaughterhouse as the mainland cattle.

Foot-and-mouth disease is testing the commitments to transparency by Beijing officials, who have categorically denied reports of an outbreak on the city's outskirts.
Amid reports that thousands of dairy cows were slaughtered to check the spread of the disease, officials maintained that no sick cows had been found. They claimed roadblocks to villages containing dairy farms had been erected for "routine disease control".
"We have no reported case of foot-and-mouth disease," said an official at the husbandry office of Yanqing county.
The same denial was repeated by an official from the Ministry of Agriculture. "We have no new cases to report after those in Jiangsu and Shandong ," he said.
Officials from Shanghai and Anhui province , neighbouring Jiangsu, and Henan province , west of Shandong, all denied having any cases.
On May 13, the ministry reported that two small outbreaks in April resulted in the killing of 183 head of cattle in Jiangsu and 40 in Shandong.
Industry sources said that although foot-and-mouth disease outbreaks occurred on the mainland every year, the central government had never reported the disease previously and the country was classified as free of the disease.
"People got the impression that this time the outbreak must be so serious as to merit the reporting by the government to the World Organisation for Animal Health," said a foreign feed grains importer.
It is understood that authorities have ordered the media not to report on the Beijing outbreak.
However, speculation has been rife in the futures market and some brokerage websites have cited vague information on the disease as a factor putting pressure on the market.
Soybean meal and corn futures took a beating after the reports of last month's outbreaks. The culling of dairy cows would lead to drastically reduced demand for feed grains, a futures trader said, with the full impact felt in a month.
A cull could also prompt dairy companies to increase imports of powdered milk.
Ng Fung Hong, Hong Kong's sole supplier of live cattle from the mainland, said a "transportation problem" had affected supply and the company would "closely monitor the situation". A spokeswoman said the problem was not caused by the disease scare.

Thousands of dairy cattle have been slaughtered in rural Beijing, as the country faces a new foot-and-mouth disease scare.
Massive culling has already taken place in the Yanqing district, a major dairy production base on the outskirts of the capital.
It is also understood that mainland reporters were warned not to report the outbreak, despite the government's vow to boost transparency after the Sars epidemic.
Police have cordoned off roads leading to Jiuxian town, the area of the district where a cluster of dairy co-operatives are located. Road blocks, police and local security guards have been seen at the entrances to all villages in the area.
One Qianlizhuang village resident said: "There is foot-and-mouth disease [Asia 1 type] here. Two thousand cows have been buried already in two villages alone.
"The disease is spreading quickly and so many cows have died. The entire area has been sealed off for two weeks already and nobody from outside can get inside."
In nearby Houluzhuang village, a resident said villagers had been told not to spread news of the outbreak. "We are not allowed to talk about it," he said.
The villager declined to estimate the total toll in the area, but said all co-operatives had been quarantined. Not all sick cows were killed; some were given treatment.
The area surrounding Dabailao village has been hailed by the authorities as an example of how dairy farming has helped bring wealth to farmers. Villagers said milk from the area was supplied to major brands including Sanyuan, Mengniu and Yili - all listed companies on the mainland or in Hong Kong.
Speculation is rife that the outbreak may have spread to as many as 15 provinces and also affected Beijing's Xianghe and Sanhe areas.
While the reports cannot be confirmed, the scale of the problem in rural Beijing is apparently bigger than the two earlier cases reported to the World Organisation for Animal Health (OIE).
On May 13, the central government reported two small outbreaks in Jiangsu and Shandong provinces, which led to the slaughter of 183 and 40 cattle respectively, to the OIE.
But evidence of an outbreak could be seen as early as March 9, when 16 cattle at Hong Kong's Sheung Shui slaughterhouse were found to have Asia 1 type foot-and-mouth disease. It was the first time this type of the disease has been reported in Hong Kong.
The cattle were imported from the mainland and the discovery of the diseaseprompted the slaughter of 7,147 pigs, 560 cattle and 120 goats thatwere at the abattoir.
When asked about the Yanqing outbreak, an official at the mainland's Office of Animal Husbandry and Veterinary Medicine, a department under the Ministry of Agriculture, flatly denied there were any undisclosed cases of foot-and-mouth disease.
"Apart from the two cases in Shandong and Jiangsu announced by the state, we have not received any other reports," he said. "We have not received any report of [the disease] in Beijing so far."
An official at Yanqing Veterinary Bureau said he was not aware of any cases in the area. Foot-and-mouth is a highly contagious disease that strikes cloven-hoofed animals. It is not dangerous to humans, but an outbreak would deal a serious blow to the mainland's cattle and pig exports.
A Mengniu spokeswoman said she was not aware of the outbreak, but added milk supply was not affected as most of the company's milk came from Inner Mongolia.

【上海 １５日 ロイター】中国は、ＯＩＥ（国際獣疫事務局）に対し、山東省と江蘇省で口蹄疫が発生したことを報告した。ＯＩＥがウェブサイト上に掲載した情報で明らかになった。
それによると、中国政府は、５月１３日に農業省獣医局長からの報告があり、４月の終わりに山東省と江蘇省で口蹄疫が発生したことを確認した。 山東省では、１５頭の感染が確認され、１８３頭が処理された。また江蘇省では１７頭の感染が確認された後、４０頭がされたという。 中国政府は従来、口蹄疫の発生を発表したことはなかった。ただ、中国政府のある関係者は先週、同国では毎年のように口蹄疫が発生しており、政府は現在、報告システムを整備しているところだと述べていた。
