『日本書紀』孝徳天皇 14
辛巳、詔東國朝集使等曰。集侍群卿大夫及國造伴造幷諸百姓等、咸可聽之。以去年八月、朕親誨曰。莫因官勢取公私物、可喫部內之食、可騎部內之馬。若違所誨、次官以上降其爵位、主典以下決其笞杖。入己物者、倍而徵之。詔既若斯。今問朝集使及諸國造等、國司至任、奉所誨不。
於是、朝集使等具陳其狀。穗積臣咋所犯者、於百姓中毎戸求索、仍悔還物、而不盡與。其介富制臣闕名・巨勢臣紫檀、二人之過者、不正其上、云々。凡以下官人、咸有過也。其巨勢德禰臣所犯者、於百姓中毎戸求索、仍悔還物、而不盡與、復取田部之馬。其介朴井連・押坂連並闕名二人者、不正其上所失、而翻共求己利、復取國造之馬。臺直須彌、初雖諫上、而遂倶濁。
≪英訳≫
On the 19th day, a decree (詔, mikotonori) was issued to the returning court envoys (朝集使 : 国使) from the Eastern Provinces, stating:
“Let all the assembled court nobles and high officials (群卿大夫, maetsukimi), the provincial governors (国造, kuninomiyatsuko), the hereditary officials (伴造, tomo no miyatsuko), and the people (民, tami) listen well.
In the eighth month of last year, I declared the following:
‘Officials must not take public or private property by abusing their power. They may consume food or ride horses only within their own jurisdiction. If they violate this order, those of assistant rank and above (次官, suke) shall be demoted in court rank, while those of recorder rank and below (主典以下) shall be punished with flogging, either with a heavy or a light whip. As for unlawfully appropriated goods, they shall be collected back at twice their value.’
Now, I inquired of the returning envoys and the provincial governors (国造, kuninomiyatsuko) whether the provincial officials (国司, kuni no tsukasa) were abiding by this decree in their posts. The envoys reported the details of the situation.
It was reported that Hozumi no Omi Saku (穂積臣昨) wrongfully demanded goods from the people. Though he later regretted it and returned them, he did not return everything.
His two assistants, Fuse no Omi (富制臣) and Kose no Omi Shitan (巨勢臣紫檀), were found guilty for failing to correct the misconduct of their superior.
Other officials were also found to have committed offenses.
Kose no Tokone no Omi (巨勢徳禰臣) similarly demanded goods unjustly from the people. Although he repented and returned some, he did not return all, and he also unjustly took horses from the Tabe (田部).
His two assistants, Suke(次官) no E no Inomuraji (朴井連) and Oshisaka no Muraji (押坂連), not only failed to correct their superior’s wrongdoing, but also shared in the illicit profits. They also unjustly took horses from the provincial governors (国造, kuninomiyatsuko).
Utena no Atai Sumi (台直須弥), though at first he admonished his superior, eventually joined in the corruption.”
≪この英文の和訳≫
十九日、東国より帰還した朝集使(国使）に対して、天皇は詔（みことのり）を出された。
「ここに集まった群卿大夫（まえつきみ）および国造（くにのみやつこ）、伴造（とものみやつこ）、そして民（たみ）たちは、よく聞き届けよ。
昨年八月、朕（ちん 私）は次のように述べた。『役人がその権勢をもって公私の財物を奪うことがあってはならぬ。自らの管轄内においてのみ、そこの食料を食し、馬に乗ることが許される。もしこの命に背く者があれば、次官（すけ）以上の者は冠位を降等し、主典以下の者については、重い鞭または軽い鞭による鞭打ちの刑に処す。不当に私物化したものは、倍の量で徴収せよ』と。
そこで、朕は朝集使および国造（くにのみやつこ）たちに問うた。国司（くにのつかさ）たちは任地において、この教えを守っているかどうかを確かめたのである。朝集使たちは、その実情について詳しく報告した。
穂積臣昨（ほづみのおみさく）の犯したことは、民に対して不当に物品を要求し、後に悔いて一部を返却したが、すべては返さなかったということである。
その次官である富制臣（ふせのおみ）と、巨勢臣紫檀（こせのおみしたん）の二人の罪は、上官の過失を正さなかったことである。
また、その他の官人たちにも皆、罪があった。
巨勢徳禰臣（こせのとこねのおみ）の犯したことは、民に不当に物を要求し、悔いて一部を返却したものの、すべては返さず、さらに田部（たべ）の馬を不当に奪ったというものである。
その次官(すけ)である朴井連（えのいのむらじ）および押坂連（おしさかのむらじ）の二人は、上官の過ちを正さなかったばかりか、かえって自らも利益をむさぼった。また、国造（くにのみやつこ）の馬までも不当に奪った。
台直須弥（うてなのあたいすみ）は、初めは上官を諫めていたが、やがてその汚職に加担するようになった」。
