Nelsen's alternatives would impact small windmills and large arrays of windmills linked into an energy system.
For commercial wind farms, Nelsen would amend engineering criteria and eliminate a third-party opinion on the impact on wildlife.
He would not regulate windmill signage or limit shadow flicker to a set number of hours per year.

Nelsen proposes that all road improvements required by the project would be paid for by the developer. The planning commission version says the county board will decide who will pay for road improvements.

In February, Nelsen said he does not know of any wind farms built in any of Nebraska's 10 counties that have adopted policies as restrictive as what the planning commission has proposed.
He said he is concerned that the regulations are so severe they would make it difficult for large wind farms to operate and would cause them to stay away.
Nelsen said wind energy and the wind industry need to be encouraged in Otoe County. "It's another tool for economic development," he said.
He said his plan preserve the land owners' freedom to develop their own land, is friendlier to wind energy companies and is much simpler.
He said he hopes commissioners will consider why the more restrictive regulations of the planning commission version should be adopted.

I must admit that I discovered this light quite by accident. The Brite-Strike EPLI (Executive) was a gift from a friend and one for which I am most grateful. For those unaware, Brite-Strike has been chipping away at the tactical light market once dominated by the big dogs.
First of all, the Executive light is indeed a white LED with a focused beam. Of the two lights featured herein, this one is ‘long and thin’. The Executive’s size is actually deceptive, looking at it you wouldn’t believe the light is as powerful as it is (220 Lumens) or that it is so stout and well made.
Checking the manufacturer’s specs, the Executive is 5.125 inches long and just a hair over one-half inch at the bezel. The total weight is only 1.2 ounces as the body is constructed primarily of aluminum. Two AAA batteries provide the power source. A spring-steel pocketclip is included as well.

For the past few months, there have been in-store displays selling energy-efficient, long-lasting light bulbs for as little as 49 cents. That's 49 cents for a compact fluorescent light (CFL) light bulb that normally costs $8 to $10. And there are other similar savings on other-sized bulbs. One sign said "cool bulb, hot price."
We first thought the brown containers of bulbs were an overstock or other discount item.
The light bulbs are part of an energy conservation program sponsored by the District of Columbia Sustainable Energy Utility (DCSEU). About 40 retailers have participated in the light bulb program, selling about 45,000 bulbs at sharply discounted prices.

Spagnoletti said a lot of the tips involve the government's contracting policies. While there is a Contract Review Board to handle big disputes, Spagnoletti says he wants to be able to look at smaller contracts and subcontractors, where much of the favoritism and corruption can occur.
The ethics chair said the board discussed at length last week whether to seek more power, but no decision was made.

But we don’t think much about the infrastructure on which those vehicles depend. Some very enterprising and creative engineers do, however. Here are two ideas for re-inventing the road that I think could, literally, change everything about future transportation, if we care to be as bold as our ancestors in the 1930s.
First up is Solar Roadways. What is a road? A strip of asphalt, concrete, dirt, or cobblestone on which wheeled vehicles roll. Road materials have advanced since Roman days, but not all that much, really. It is still just a hard surface, designed to support the weight of vehicles and keep us out of the mud. Twenty four hours a day, roads, parking lots, and sidewalks just sit there, and in the day time they mostly just sit there collecting heat and light but not doing anything with it.
Imagine, as Solar Roadways has, that you could replace the concrete or asphalt with solar cells beneath a layer of glass. Operating at 15% efficiency the U.S. road system would provide more than four times our current electricity needs, or about as much electricity as the whole world uses. It’s a lot of potential power.
It turns out it is not that hard to take “off the shelf” material and build a layer of solar cells between sealed layers of glass,Modern contemporarylampmf use a closed-loop system in which the chilled air is reheated and recirculated. and construct a roadway surface of the resulting panels. The primary complication is manufacturing glass that is strong enough for an 18-wheeler to drive on, that is clear enough to allow sunlight in but opaque enough not to emit too much glare, with sufficient traction and durable enough to last for years. The glass design challenge is one that Solar Roadways is working on, among others, and one they plan to test with their first road panels installed in a parking lot in the spring of 2013.
