Following deliberations in the Upper House, the bill is expected to become law in early June.

The Diet has enacted a surprisingly inane bill to tackle the challenge of securing a sufficient number of qualified nursing care workers. The bill has only one provision that is totally devoid of substance. All it says is "necessary measures should be taken, if deemed necessary, by April next year."

何ともとぼけた表現の法律が今国会で成立した。介護を担う優れた人材を確保するための法律なのだが、条文はたった１条だけで、中身がない。

SDF dispatch to China a historic step not taken
空自機中国派遣　見送られた歴史的な一歩（5月31日付・読売社説）

It is unfortunate to see that the Japanese government has shelved its plan to dispatch Air Self-Defense Force C-130 transport airplanes to China to carry relief supplies to earthquake victims in Sichuan Province. But the current situation made the decision inevitable.
Instead, the government is planning to transport the relief supplies on chartered commercial planes early next week.
残念だが、やむを得ない結論である。
中国・四川大地震の救援のため、政府が検討していた航空自衛隊のＣ１３０輸送機の中国派遣が見送られた。救援物資は来週早々にも、民間チャーター機で輸送する予定だ。

戦争の傷跡：

今朝３０日付けの毎日ｊｐ（英字新聞）を読んでいて、四川大震災に対する自衛隊機による救援活動を見送る決定がなされたことを知った。自衛隊機による援助活動の中止は、中国国内における反対意見や反対運動が理由だと思われるが、詳細には報道されていない。
小泉総理より福田総理に代わった時点で中国との関係は大いに改善された。
小泉総理は政治的手腕は福田総理より上だと思えるが、なぜ中国人民があれほど反対する、靖国神社への参拝を何度も強行したのか。小泉総理は中国人民が被った戦争の傷跡に対する認識が甘いのではないかと思えた。やはり、靖国への公式参拝は控えるべきであった。この事件をきっかけにして、中国との関係はすっかり冷え切ってしまった。中国との重要な会議もこれが原因で何度か中止された記憶が鮮明に残っている。
福田総理はいわば思いやりの人といえるのではないだろうか。
人の顔や表情でその人となりを判断するのは間違っているが、テレビで見る福田総理はほんとうに控えめで思いやりのある人だと感じることができる。
福田総理になってから、中国との関係はすっかり好転してしまった。大きな様変わりだ。
四川大震災に対する日本よりの国際緊急援助部隊の派遣、それに続く国際緊急援助隊医療チームの派遣。そして、今回中国より依頼された自衛隊機の救援活動。
とんとん拍子に進む中国との関係改善の事態に胸を躍らせていた。
残念ながら、中国の人々は、まだまだ戦争の傷跡は払拭されたとは言いがたい状況にあるのではないかと想像できる。戦争の傷跡、とても悲惨で残酷なものだ。
今回北京オリンピックをなんとしてでも成功させなければならない中国政府首脳陣と中国人民との間には、中国人民が受けた戦争の後遺症に関する認識につき、まだまだ深い溝があるのを感じさせられた。
時間がかかる。世代も少しずつ交代している。
あと何十年かかるかわからないが、日本が中国との良好な関係を取り戻すことの日が訪れることを信じている。
中国は一衣帯水のいわば親戚みたいな国、歴史的にみても遣唐使の時代よりの深く長い付き合いだ。
大事にしたい。

タイ国歌

お父さんタイ国歌に涙する

タイに移住を決心してから今年で９年目。
いろんなことがあった。
むしろ日本の会社で働いていたときのほうが楽なような気がする。
会社（組織）を離れてひとり立ちして初めて気がついた。
自分の能力の低さに。
会社で働いていたときにも拘束時間の長さにうんざりした経験はあるが、
それでも月々の給与は保証されていた。
年収１０００万円。
今、どんなに頑張っても年収１００万円にも満たない現実。
でも、タイでの生活は本当に充実している。
１０年間で１億円をふいにした勘定だが、くいは全くない。
必要最小限の生活費は確保できている。
年間で１５０万円から２００万円かかっている。
タイ人の一般家庭にくらべると３倍か４倍の生活費を使っていることになる。
夕方、晩酌のビールを飲みながら、ホームページのタイ国歌を聞いていて涙が流れた。
充実した人生、辛いこともたくさんあった。
私はタイが大好きだ。
ここに骨を埋める。

In a report on insider trading by three former employees of Japan Broadcasting Corp. (NHK), a third-party panel had harsh words for the organization's corporate culture.

NHK lacks risk management based on compliance, and its system to protect information is inadequate. The broadcaster lacks a sense of crisis as a media organization.

A new set of proposals by a government panel offers a new foothold for decentralization reforms. The panel should now take a further step and promote power transfers from the central to local governments, and the state's regional branches should be comprehensively reviewed.

向こう三軒両隣

『向こう三軒両隣』、妙に懐かしい響きをもったことばだ。
当時私はまだ小学生であった。
当時の戸畑市小芝町４丁目に、父の勤務する日立金属株式会社戸畑工場の木造モルタル造りのアパート(社宅）があり、そこに住んでいた。
このアパートは２階建てで、多分２０家族以上がここで暮らしていた。
炊事場とトイレは共同で、風呂は無く、近くの銭湯を利用していた。
吹き抜けの庭を中心にして回廊がめぐらされていた。
アパートの前の庭にはブランコやすべり台が設置されていた。
私は今から約２０年前に生まれ故郷の北九州市戸畑区を訪問して驚いた。
何もかもすっかり変わってしまっていた。
ただ、変わっていないのは私の母校、戸畑高校のたたずまいと周囲の公園、それに懐かしいあの木造アパートは会社の独身寮としてまだ現役で使われていた。
ブランコも昔のまま残っていた。
懐かしかった。
私はここで小学校時代の６年間を過ごした。
皆、同じ会社の家族なのでまとまっていて、日々の付き合いも相当に深いものがあった。
年に一度会社で数台の大型バスを用意し潮干狩りなどにも連れて行ってもらった。
向こう三軒両隣との付き合いは完璧なものだった。
就職して千葉県や埼玉県に住んでいたが、ご近所との付き合いはあまりなかった。
特に東京都文京区のアパートで暮らしていたときには、一年間そこに住んでいても、隣の人の顔さえ知らなかった。
タイに移り住んで今年で９年目になる。
タイでも私の住んでいる場所は東北地方（イサーン）のコーンケーン県。
ここには、懐かしい『向こう三軒両隣』の精神が完全な形で残っている。
まるで５０年前の日本のようだ。
私はここに住んでいることに対する喜びを、改めてかみしめている。

As the Group of Eight summit to be held in July in the Hokkaido resort of Lake Toyako draws near, Prime Minister Yasuo Fukuda is working on his proposal for a new long-term target for cutting carbon dioxide emissions, the principal cause of global warming.
