Japan did not ratify POW treaty of 1929 though ratified POW treaty of 1899 and 1907. JPN officially responded to UN ally as 'applying mutatis mutandis' meaning following the POW treaty of 1929 by change in necessary case within domestic law and real situation in 1942 because JPN had original ethnic tradition of how to treat POW.
That cultural background made tragedies both on UN Ally POW and on JPN soldiers.
On the other hand,
UN ally did not accept JPN surrendering soldiers with holding hands or white flags, by killing them before they became POW.
