What can Japan learn from the Ukrainian War?

I would like tentatively to share the insights and commentary by Mr. Kazuto Suzuki, Professor at the University of Tokyo. His article was contributed to the Japan Institute for Strategic Studies.

Russia's invasion of Ukraine has made clear the critical importance of maintaining power and airwaves in modern warfare.

When Russia occupied Ukraine's Crimean Peninsula in 2014, it used what is known as "hybrid warfare," in which it controlled electricity to cause blackouts, controlled the airwaves to block communications, spread disinformation, deployed irregular forces to enable it to take control by force, and then unilaterally declared its annexation to Russia by referendum with no constitutional provision. The annexation to Russia was unilaterally declared by a referendum without constitutional provision.
