移民保護への懸念は深刻化
The migrant holding site at Lampedusa, Italy’s tiny outpost island that held 1,800 migrants and asylum seekers as recently as January 2009, is now empty. On June 10, the authorities transferred the last 20 asylum seekers to another center in Italy, social service providers working on the island told Human Rights Watch. The Libyan leader, Mu`ammar al-Gaddafi, also began his visit to Italy on June 10 to celebrate the recently ratified Friendship Treaty between Rome and Tripoli.
つい2009年1月まで1800名の移民と亡命希望者を収容していた、イタリアの小さな辺境の島ランペドゥーサの移民収容施設が現在カラの状態である。6月10日当局は残った20名の亡命希望者をイタリアのもう1つのセンターに移した、とその島で働いている社会福祉事業従事員はヒューマン・ライツ・ウォッチに述べた。リビア指導者ムアンマル・アル・カダフィ（Mu`ammar al-Gaddafi）がまた6月10日、イタリア政府とリビア政府の間で先頃批准された友好条約を祝うため、イタリア訪問を開始した。
In early May 2009, Italy began pushing boat migrants back to Libya without screening them for refugee claims or other emergency needs. Joint Libyan-Italian naval patrols that began on May 15 have also contributed to the dramatic curtailment of boat departures. About 500 migrants have been summarily returned to Libya since the interdiction policy began.
2009年5月初旬イタリアは、小船に乗った移民を、彼らの難民であるという申し立て若しくはその他、彼らの緊急な必要性を精査する事無く、リビアに押し返し始めた。5月15日に開始したリビア・イタリア両海軍共同パトロールは又、小船による出航の大幅な削減に貢献している。この阻止政策が始まって以来、約500名の移民が即決送還されている。
“The emptying of Lampedusa is no cause for celebration,” said Bill Frelick, refugee policy director at Human Rights Watch. “Many people will no longer have an opportunity to seek or find asylum from war and persecution and almost all will be subjected to indefinite detention in Libyan detention centers, where conditions are poor and allegations of abuse are rife.”

Frelick, who visited Lampedusa in May, as well as Sicily, Malta, and Libya as part of a regional assessment of the situation for migrants and asylum seekers, is available for media interviews.
