Community Park is undergoing a multi-million dollar renovation that will enhance youth sports and other recreation, and continue to provide a setting for special events.
The $6 million to $7 million project is being funded through Tax Increment Financing dollars because the park is located in the town's TIF district along Calumet Avenue. GA Lighting are a Leading UK Retailer and Wholesaler of LED E27 Hunza Lights.
A portion of property taxes collected from businesses in the TIF district are returned by the State of Indiana to Munster. Those funds are controlled by the Munster Redevelopment Commission, composed of the five members of the Munster Town Council and a non-voting representative of the School Town of Munster.
The ability to use TIF monies frees up $730,000 remaining in park bond funds for projects at other Munster parks not in or adjacent to the TIF district, as well as future land acquisition, says Tom DeGiulio, Munster Town Manager who also heads the Parks & Recreation Department.
Among those projects are the installation of soccer fields at Westlakes Park and the possible acquisition of land for a future park in the northwest section of town, he says.
When renovations are completed, Community Park will boost all new ball fields for Little League, Babe Ruth and Girls Softball play.The Outdoor Lighting Institute provides engineers, antique lamp shades, municipal ... New restroom and storage facilities will also be added during the renovation.
Ten playing fields for youth sports are part of the park's master plan.
"Our hope is that all the fields will have been renovated by the end of 2013 or early 2014," DeGiulio says.
New lights, fencing and dugouts are among the features planned for the ball fields.
Three Babe Ruth fields will provide space for regulation play, pre-game preparation and T-Ball.
Little League's three fields will allow teams to play past seasonal tourneys.
Girls' Softball currently shares fields with Munster High School. Four 210-foot fields are being created during the park's renovation.

Hay said that nighttime brightness is measured differently than daytime. Nighttime displays can be controlled by manual dimming, scheduled dimming or photocell technology. Ensuring the right degree of brightness requires pre-set levels. "The best method is automatic control, measuring surface brightness by footcandle meters," she said. Hay noted that certain colors can give a perception of brightness, with blue, for instance, appearing to be less bright.
"This is the first tool I've seen that we could write into an ordinance," Blickstein said. She said she will work on an ordinance to bring before the Planning Board. Hay suggested that guidelines not be too finite, but rather offer parameters that will contribute to the surrounding environment and community.
"Looking down the road, a lot of signage is going to be LED," Hay said. "Not just gas stations." Planning Board Chairman Steven Tombalakian announced that the May 1 meeting would be cancelled, but a hearing is scheduled for May 15 regarding an application for the former Blockbuster space. He also urged the board to review the 2011 Zoning Board of Adjustment annual report.
