安倍晋三首相が１５日、
国民に不人気で、
野党やメディアの激しい批判にさらされている安全保障関連法案について、
内閣支持率の下落も覚悟して,
衆院平和安全法制特別委員会での採決に踏み切ったのはなぜか。
答えは、首相が特別委で語った次の言葉にある。
「国民の声に耳を傾けながら、
同時に国民の生命と幸せな生活を守り抜いていく責任を負っている。
私たちの使命は何かを黙考しながら進めていく」
首相は９日の講演では、
祖父の岸信介元首相が昭和３５年、
安保関連法案よりはるかに大きな反対と緊張状態の中で
日米安保条約改定を成立させた経緯に言及し、こう述べていた。
「祖父は５０年たてば理解されると言っていたが、
２５年、３０年後には多数の支持を得られるようになった」
確かに、
世論調査で支持が高い政策にばかり取り組んでいれば国民受けはいいかもしれないが、
それだけでは日本の安全は守ることなどできはしない。
たとえ、その時点ではまだ「国民の十分な理解を得られていない」（首相）としても、
政治家は「今そこにある危機」から
目をそらしてはいけないというのが首相の信念なのだろう。
現に中国は、
国際的な非難をものともせずに南シナ海で７つの人工島をつくり、
東シナ海でも日中中間線に沿って海洋プラットホーム建設を進めている。
ここには軍事レーダーが配備される可能性があり、
そうなると「中国の監視、警戒能力が向上し、
自衛隊の活動が従来よりも把握される」（中谷元防衛相）。
北朝鮮は核・ミサイル開発を継続する一方で、
国内情勢は混沌（こんとん）としている。
一方で米国のオバマ大統領は２０１３年９月、
「米国は世界の警察官ではない」と述べ、
それまで米国が世界で担ってきた安全保障上の役割を後退させる考えを表明している。
厳しさを増す国際環境にあって、
「もはや一国のみでどの国も自国の安全を守ることができない」（首相）。
日本としては、
米国をはじめとする友好国との連携を深め、
共同でさまざまな事態に対処するしかないのは自明のことだ。
一連の審議をめぐっては、
野党やメディアの一部からの「拙速」との批判も少なくなかった。
ただ、それは彼らの方に決定的に問題意識と危機意識が足りないだけではないのか。
１６年前の平成１１年４月、当選２回の若手議員だった首相は、
安保条約改定と集団的自衛権に関して国会でこんな質問をしている。
「国会をめぐる情勢、
３９年前は十重二十重
（とえはたえ）にデモ隊が取り囲んだ。
この３９年間の間に国民の意識は大きく変わってきたのだ」
「当時の岸首相が『憲法を見ると、
自衛隊が外国まで出かけていってその国を守るという典型的な例は禁止をしているが、
集団的自衛権はそういうものだけではない。
学説が一致をしているとは思わない。
あいまいな点が残っている』と答弁している。
首相自らが見解を、自分の責任を取る覚悟で述べている」
首相は今になって急に、事を進めようとしたわけではない.
