嫌がらせを止めマセコ殺人事件の独立した捜査を保証せよ

＊エスワティニ王国（旧国名：スワジランド王国）：アフリカ大陸の南にあり、面積は四国より少し小さい。北東にモザンビーク、あとは南アフリカに囲まれた内陸国で、人口は110万強、国王を元首とする立憲君主制、「アフリカ最後の絶対王政」と言われる。
On March 27, immigration officials at the Ngwenya Border post between South Africa and Eswatini stopped Tanele Maseko, widow of murdered human rights lawyer and opposition activist Thulani Maseko, along with her two young children and her helper while they were trying to enter Eswatini.
2023年1月21日に殺害された弁護士で野党活動家トゥラニ・マセコの妻タネレ・マセコとその子供2人更にヘルパーが3月27日、南アフリカとエスワティニの国境にあるヌグウェニャ国境検問所で出入国管理当局者によって、エスワティニ入国を止められた。
Immigration officials flagged Tanele’s passport as belonging to a wanted person and confiscated it along with her mobile phone. Officials then called the police, who interrogated Tanele for about four hours before releasing her pending an appearance at the Mbabane police headquarters on March 28.
出入国管理当局者はタネレのパスポートを、氏名手配されている者のものだとして警告し、彼女の携帯電話と共に押収した。当局者はその後警察に電話、警察はタネレを約4時間尋問して釈放したが、3月28日にはムババネ（エスワティニの首都）警察本部に出頭させている。
But after Tanele arrived at the headquarters Thursday, police delayed her further interrogation until April 2, after her lawyers challenged how many officials could interview her without a lawyer present. The police are now seeking legal advice about interviewing her without her lawyers. Throughout all this, however, officials have yet to provide the reason why Tanele has been labeled a wanted person to begin with.
3月28日（木曜日）にタネレが警察本部に到着した後、警察は尋問を4月2日まで延期、彼女の弁護士は、弁護士を同席させないまま事情聴取を当局者が何回出来るのかについて異議を申し立てた。警察は現在、弁護士を同席させないままの事情聴取について、法的なアドバイスを求めているところだ。一連の経過を通して当局者は、そもそも何故タネレを指名手配者としたのかの理由を明らかにしていない。
Since Thulani Maseko was brutally killed in his home in front of Tanele and their children on January 21, 2023, the government of Eswatini has been unrelenting in what appears to be a harassment campaign against Tanele to dissuade her from pursuing justice and accountability for her husband’s murder and continuing his legacy of promoting rights and democracy in Eswatini.
トゥラニ・マセコが2023年1月21日に自宅内で、それもタネレと子供たちの目の前で、残虐に殺されて以降、夫の殺人事件に対する法の正義と説明責任を求めること、そしてエスワティニ国内での人権と民主主義を促進という夫の遺産を続けることを、タネレに思い留まらせるため、エスワティニ政府はタネレに対し、嫌がらせと思われるキャンペーンをしつこく行っている。
Some media have published reports that Eswatini state forces are targeting and monitoring Tanele and her life may be in danger. On December 29, 2023, the government released a statement in which it made untrue and defamatory remarks against her.
エスワティニ軍がタネレを狙って監視しており、彼女の命が危険に晒される可能性がある、と一部のメディは報じた。2023年12月29日に政府は声明を出し、その中で彼女に対する虚偽で中傷的な発言をした。
Regional human rights networks have condemned Tanele’s detention and targeting and are calling for an independent and transparent investigation into Thulani Maseko’s killing. The government of Eswatini should ensure transparency and accountability for the Maseko family instead of harassing and intimidating Maseko’s widow for seeking answers to her husband’s death.
地域周辺国の人権ネットワークは、タネレの抑留と彼女を標的に攻撃することを非難し、トゥラニ・マセコ殺人事件への独立と透明性を確保した捜査を求めている。夫の死に関する答えを求める残されたマセコの妻に、エスワティニ政府は嫌がらせや脅迫を加えるのではなく、マセコ家に透明性と説明責任を保証するべきだ。
Authorities should stop retaliating against Tanele for raising awareness about the situation in which her husband was killed. It has been 14 months since Maseko’s murder and authorities need to demonstrate greater commitment towards apprehending his killers and ensuring justice.
夫が殺された事態について関心を高めたタネレに、当局は報復するのを止めるべきだ。マセコが殺されて14ヶ月が経過しており、当局は殺人犯の逮捕と法の正義の確保にむけた、より一層のコミットメントを行動で示す必要がある。

January 21 marks one year since human rights lawyer and opposition activist Thulani Maseko was brutally killed in his home in front of his wife and two young children in Eswatini. Maseko championed democratic reforms in Eswatini and played a key role in the country’s transitional political process amid widespread protests in June 2021.
1月21日は、エスワティニの人権派弁護士で反体制活動家だったトゥラニ・マセコが、自宅内で妻と幼い子供2人の目の前で残虐に殺されてから1周年である。マセコはエスワティニにおける民主的改革を支持し、2021年に起きた広範な抗議の中で同国の移行期政治プロセスにおいて重要な役割を果たしていた。
One year later, Maseko’s killers have yet to be apprehended and there is no indication that the government has undertaken a credible investigation, despite a government statement on December 29, 2023, that the police are prioritizing Maseko’s murder and the killings of others following the June 2021 civil unrest.
警察は2021年6月の社会不安の後に発生したマセコ他の殺人事件に優先的に取組んでいる、と2023年12月29日に政府は声明を出したものの、1年が経過した後もマセコを殺した犯人はまだ逮捕されておらず、政府が信頼できる捜査を行った兆候もない。
Instead of providing answers to his family, the government’s statement made untrue, accusatory and defamatory remarks against Maseko’s widow, Tanele Maseko. This came after Tanele delivered a speech accepting the Outstanding Human Rights Lawyer Award on behalf of her late husband at the 2023 Magnitsky Human Rights Awards.
政府声明は、家族に回答を提供するのではなく、マセコ未亡人のタネレ・マセコに対して虚偽で批判的かつ中傷的な内容だった。その声明は、タネレが2023年のマグニツキー人権賞を、亡き夫に代わって優秀人権派弁護士賞を受賞した際のスピーチ後に出された。
In her speech, Tanele spoke of the trauma she and her children experienced watching their husband and father killed before their eyes. She blamed King Mswati III for her husband’s killing and called for people to join the #JusticeForThulani campaign and support the Thulani Maseko Foundation, which continues Maseko’s legacy of promoting human rights and democracy in Eswatini.

Hours before Maseko’s murder, King Mswati III warned those calling for democratic reforms that mercenaries would deal with them. The government has denied allegations of involvement in Maseko’s killing.
マセコ殺害の数時間前に国王ムスワティ３世は、民主改革を求める人々には傭兵が対処すると警告した。政府はマセコ殺害への関与疑惑を否定している。
Since his brutal murder, Eswatini’s regional and international partners and civil society organizations have repeatedly called on the government to conduct an independent, thorough, and impartial investigation. If investigations are indeed underway, as the government says, they should ensure transparency and accountability for the family instead of intimidating Maseko’s widow, who is merely seeking answers for her husband’s killing.
残虐なマセコ殺人事件以降、エスワティニの地域と国際的なパートナーや市民社会団体は政府に対し、独立して徹底的で公平な捜査を行うよう繰返し求めてきた。政府が言うように、実際に捜査が進行しているのであれば、夫殺害の回答を求めているだけのマセコ未亡人を脅迫するのではなく、家族に透明性と説明責任を保証しなければならない。
