Japan Foundation in Support of Human Rights Watch (HRW Tokyo), an affiliate of the New York based Human Rights Watch, Inc., was established on March 18, 2009. The following is a description of the activities done by HRW Tokyo from July 1, 2010, to June 30, 2011 (i.e. to the end of the fiscal year 2011).
公益財団法人日本ヒューマン・ライツ・ウォッチ協会（以下HRW東京）は、ニューヨークに本拠を置く、ヒューマン・ライツ・ウォッチの傘下にあり、2009年3月18日に設立されました。以下に記載するのは、2010年7月1日から2011年6月30日（2011事業年度末）までの間に、HRW東京が行った活動の説明です。
Outreach to the Media
HRW Tokyo continued its efforts in outreach to the media in FY2011. For example, office director Kanae Doi has been appearing as a newscaster throughout the year in a weekly TV live interview program “News In-depth (News no Shinso)”, which is aired on the CS Asahi Newstar TV, and sponsored by the Asahi daily newspaper. Further, Doi was appearing as a commentator in a weekly NHK BS TV program “Global Document: Mission (Chikyu Document Mission)” until the end of March 2011 and has been on the news selection committee of the “Sunday Front Line”, Asahi TV Channel’s weekly Sunday morning TV news program since March 2011.

HRW東京は2011事業年度計画書に掲げたメディアへのアウトリーチ活動を継続しました。例えば東京事務所ディレクターの土井香苗は、CSデジタルテレビ放送局の朝日ニュースターが朝日新聞のスポンサーで週１回放送する、ライブ・インタビュー・テレビ番組「ニュースの深層」に1年を通してニュースキャスターとして出演して来ております。更に土井はNHK BSの週１回番組「地球ドキュメント MISSION」に2011年3月末まで、コメンテイターとして出演、加えて2011年3月からテレビ朝日が週１回日曜朝に放送しているニュース番組、「サンデーフロントライン」でのニュース選択委員を務めております。

abuses against women in Burma and UN Commission of Inquiry (aired on 21 July, with the guest Professor Hiroko Goto), human rights situation in Indonesia (aired on 18 August, with the guest Andreas Harsono of Human Rights Watch), Cambodian Special Tribunal (aired on 25 August, with the guest lawyer Shimpei Yamamoto), extrajudicial killings in the Philippines (aired on December 8 with the guest Jessica Evans of Human Rights Watch),
Liu Xiaobo and China (aired on December 15 with the guest MP Seishu Makino, DPJ), South Sudan and the referendum (aired on January 26, with the guest Yuichi Ishii, former Japanese ambassador to Sudan), Burma after the general elections (aired on February 16, with the guest Professor Kei Nemoto), Libya and the Security Council (aired on 30 March, with the guest Takahiro Katsumi, WFM), civil war in Côte d'Ivoire (aired on April 20, with the guest Professor Makoto Katsumata), and popular uprisings in Syria and Egypt (aired on May 18, with the guest Takahiro Ogura of the Mainichi Daily).
2011事業年度内に「ニュースの深層」では以下に掲げる課題を扱った番組を放送しております。

HRW Tokyo translated HRW press releases from English to Japanese (see http://www.hrw.org/ja/news ) and sends 2 to 5 press releases every week to hundreds of Japanese journalists and publicist, and this has resulted in an increase in media attention and newspaper articles citing Human Rights Watch. Apart from quotes of HRW press releases, Doi’s opinion pieces were regularly published in the WEBRONZA
(http://astand.asahi.com/magazine/wrpolitics/authors/2010052600016.html?iref=webronza)
run by the Asahi shimbun daily and published articles discuss issues such as accountability in Sri Lanka, Arab Spring, crackdowns in China, extrajudicial killings in the Philippines, Burma and the general elections, Nobel Peace Prize and China, foreign aid and repressions in Ethiopia, and rights abuses against Afghan women. Human Rights Watch was featured in magazines and newspapers, such as Burma Platon Photos in the Newsweek Japan and Ken Roth feature in the magazine GOETHE. HRW東京はHRWの報道発表を英語から日本語に翻訳（以下のサイトをご覧くださいhttp://www.hrw.org/ja/news）すると共に、毎週2本から5本の報道発表を数百名の日本人ジャーナリストや時事評論家に送付しております。結果としてメディアでの注目度やHRWを引用した新聞記事が増大しました。HRWの報道発表とは別に、土井の意見記事が、ウェブロンザ（WEBRONZA）

という朝日新聞が運営する言論・解説サイトに、定期的に掲載されております。ウェブロンザでは、スリランカでの説明責任、アラブの春、中国での弾圧、フィリピンでの超法規的処刑、ビルマと総選挙、ノーベル平和賞と中国、海外援助とエチオピアでの抑圧、アフガニスタン女性への人権侵害などのような問題を、議論する記事を掲出しています。ニューズウィーク日本版に写真家プラトン氏撮影によるビルマの人々の写真記事が掲載され、幻冬舎の雑誌ゲーテ（GOETHE）ではケネス・ロスが取り上げられましたように、HRWは雑誌や新聞で特集されました。HRWを取り上げた他の公表物はhttp://www.hrw.org/ja/news/list/41でご覧になれます。
Other outreach efforts include posting daily articles on various human rights issues and activities of our office on HRW Tokyo office blog (http://hrw.asablo.jp/blog/), which was launched in November 2009.

Advocacy Towards the Japanese Government
HRW Tokyo’s major areas of advocacy in FY 2011 focused on our research on Sri Lanka, Burma, North Korea, the Philippines, Indonesia, China, and Cambodia. These efforts have been well received by officials of the Japanese Government.

HRW東京の2011事業年度におけるアドボカシーの大きな領域は、スリランカ、ビルマ、フィリピン、インドネシア、中国、カンボジアに関する私たちの調査活動に焦点を合わせていました。これらの活動は日本政府当局者によって高く評価されております。
HRW Tokyo helped brief the Japanese government with the most updated information on situations on the ground in various countries. For example, HRW Tokyo encouraged the Japanese government to press for accountability in Sri Lanka on possible war crimes committed by the both sides during the final stages of the civil war and to support the recommendations of the UN Panel of Experts. On North Korea, HRW Tokyo’s advocacy efforts continued to focus on issues such as horrendous human rights abuses in kwanliso (political prison camps) and public executions in North Korea. During the reporting period, HRW Tokyo met with dozens of Diet members to brief them on the latest situation in North Korea and urge them to support the establishment of a UN commission of inquiry to investigate possible crimes against humanity in North Korea.
HRW東京は、様々な国の現場での問題状況に関する最新情報を使って、日本政府にブリーフィングして参りました。例えば、HRW東京は、スリランカ内戦の最終段階で両陣営が行った戦争犯罪とも考えられる行為に関して、説明責任を果たすよう圧力を掛ける事と共に、国連専門家委員会の勧告を支持する事を、日本政府に働きかけております。北朝鮮に関しては、kwanliso （政治犯強制収容所）での恐ろしい人権侵害や公開処刑のような問題に焦点を当て続けました。調査報告期間においてHRW東京は、北朝鮮の最新状況に関してブリーフィングすると共に、「北朝鮮の人道に対する罪疑惑」を調査する国連調査委員会の設立を、支持するよう国会議員に強く求めるため数十人の国会議員にお会いしております。
HRW staff members visited Japan in FY2011 included Asia Deputy Director Phil Robertson, Indonesia consultant Andreas Harsono, North Korea researcher Kay Seok, China researcher Nicholas Bequelin, and Philippine researcher Jessica Evans. Together with HRW Tokyo staff members, they briefed foreign ministry officials, Diet members and journalists on their respective subjects. Further, Doi continued to regularly meet with officials of the Japanese Ministry of Foreign Affairs, Diet members, journalists, and NGO staff, to brief them on various issues regarding Human Rights Watch’s work.
アジア局長代理のフィル・ロバートソン、インドネシア関係コンサルタントのアンドレアス・ハルソノ、北朝鮮調査員のカイ・セオク、中国調査員のニコラス・ベクリン、フィリピン調査員のジェシカ・エヴァンスなどHRWのスタッフメンバーが、2011事業年度に日本を訪れました。HRW東京のスタッフメンバーと共に、彼らはそれぞれの課題ごとに外務省当局者、国会議員、ジャーナリストに対してのブリーフィングを行いました。更に土井はHRWの活動に関する様々な課題に関してブリーフィングを行うため、外務省当局者、国会議員、ジャーナリスト、NGOスタッフに会い続けて参りました。
