At least 30 people have been killed in ethnic clashes in the remote Indian state of Manipur, officials say.

The violence began earlier this week after a rally by indigenous communities against moves to grant tribal status to the main ethnic group in the state.

Mobs attacked homes, vehicles, churches, and temples. Some reports put the death toll as high as 54.

On Tuesday, thousands of tribal people from the hill districts of the state participated in a march called by the All Tribal Students Union of Manipur to oppose the demand.

インド憲法第342条に基づき，大統領令で指定された部族諸集団の総称。英語でScheduled Tribes。文化的独自性，社会経済的後進性，隔絶度の高い居住が一応の基準とされる。憲法では指定カーストとともに〈後進諸階級〉を構成し，同じく優遇措置が実施される（留保制度）。総人口の８％（1991年）を占め，居住地は北東部山岳地域（ナガ系諸民族，ミゾなど）・東部と中部の山岳地域（サンタル，ムンダ，ゴンドなど）・南部（トダなど）など全国各地に広がる。各部族は人種・人口規模・生業・一般の住民社会との関係・文化的融合度などにおいて多様だが，非インド・アーリヤ系の少数民族が多い。その社会経済的状態は，指定カーストに較べても遅れている。さらに近年は，文化的アイデンティティや伝統的生業の基盤となる土地喪失も続く。この状況に大規模部族を中心として，政治的自治権や文化的アイデンティティの再構築運動が展開されている。
＊留保制度
インド憲法に基づく，社会的弱者への優遇制度。社会経済的に後進であるとされる，指定カーストと指定部族の人々を対象として，高等教育機関への入学許可数・公的雇用数・各種議会での議席数などを人口比で一定の数値まで優遇する制度。指定カーストと指定部族に加えて，州や地方自治体が〈その他の後進諸階級〉として一定枠を設ける場合もある。この制度は，対象となる各集団の社会進出の促進を目的とする。1960年代以降は資格・試験の基準緩和や優遇政策の昇進に対する適用などにより，留保枠の充足率は上昇した。さらに，留保枠の拡大を求める最下層の人々の運動も活発化している。〈その他の後進階級〉も留保の対象とされることは留保率が高率化し，南インドでは総枠で60％を大きく超える留保も行われる州もある。このような状況の中，上級職雇用や高等教育での上級カーストの地位低下を招き，一般国民の人権や行政の効率性を阻害しカーストを公的に追認するものであるとする留保制度批判も強く，激しい反留保運動も展開されている。

Sixty people have been killed in ethnic clashes in the north-eastern Indian state of Manipur with mobs attacking homes, vehicles, churches and temples, officials say.

N Biren Singh, the chief minister of Manipur, said in a press conference on Monday that more than 200 people were injured and tens of thousands displaced in the clashes.

On Monday, India's Home Minister Amit Shah told a news channel that the situation in Manipur was under control and appealed to the people to maintain peace. The Manipur government would consult all stakeholders before taking a decision on the matter, he said.
