"Let there be light," Republicans in the House and Senate are saying - especially if it's the same kind of incandescent light invented by Thomas Alva Edison more than 130 years ago.
Lawmakers have introduced bills in the House and Senate calling for the repeal of certain light-bulb standards established in 2007 under President George W. Bush, calling them a violation of personal freedom and free enterprise. Even beyond the Beltway, South Carolina lawmakers are trying to secede from the federal mandates.
Under the Energy Independence and Security Act (EISA) of 2007, it will be "lights out" for incandescent bulbs starting in 2012. The traditional rounded light bulbs will be replaced with those squiggly, energy-efficient fluorescent bulbs that use 25 percent to 30 percent less energy.
But GOP lawmakers don't think that Bush's plan is such a bright idea anymore. Rep. Joe Barton, R-Ennis, has introduced a Better Use of Light Bulbs Act (also known at the BULB Act) to stop the law from taking effect. There's a companion measure in the Senate.
The House bill has 50 co-sponsors, seven of whom are from Texas, including Houston-area Republicans Ron Paul, Ted Poe and Pete Olson.
"To me this is about personal freedom, more than just energy consumption," said Barton. "People don't want Congress dictating what light fixtures they can use."
There is no ban
But not everyone is crying foul over new light-bulb regulations. At a recent hearing of the Senate Committee on Energy and Natural Resources, Kathleen Hogan, the deputy assistant secretary for energy efficiency for the U.S. Department of Energy, and representatives for leading trade organizations were on hand to testify in support of the Bush bulb regulations.
"The EISA lighting standards are projected to save families and businesses money, empower consumers with lighting choices and help protect the environment," said Hogan. The lights, which change colour, are part Led light of the continuing overhaul of the centre. Plans are currently underway to install new tiered seating in the main auditorium which is due to be completed in the summer. Also in economic news, the Labor Department said the pace of U.S. led strip nonfarm productivity slowed. Productivity rose at a 2.6 percent annual rate, and at a 2.3 percent pace in the third quarter, which was expected.
Kyle Pitsor, vice president of government relations for the National Electrical Manufacturers Association, which represents 15 companies that sell more than 95 percent of the nation's light bulbs, affirmed the industry's support "for public policies that encourage transitioning to more energy-efficient lighting and specifically the bipartisan ... provisions in EISA 2007.energy saving light bulbs are a great way to save energy and money."
GOP critics have misstated the law, Pitsor said, insisting that the regulations "do not ban the use of incandescent light bulbs nor do they mandate the use of compact fluorescent lights."
Pitsor is right. The law, which had bipartisan support when it was passed, does not get rid of incandescent lights; it just places more energy-efficiency restrictions on them.
Fluorescent bulbs are more expensive - about $3 for a 25-watt fluorescent compared to about $1 for a 100-watt incandescent. But they use so much less energy and last so much longer - an estimated 10,000 hours compared to 750 to 2,500 - that supporters say they'll save millions of dollars and countless kilowatts of power.
Jim Marston, head of the national energy program for the Environmental Defense Fund, said the light-bulb law is important to growing states like Texas,CALLS have been made to turn off the lights at one of dstti Oxford's busiest junctions, after the traffic ran more smoothly when they failed."It has become almost a cliché to say that optical fibers are the cornerstone led light of the modern information age," said Badding. Still, there always are ways to improve on existing technology." which had the largest population increase over the past decade.
"The light-bulb standard is really important to states like Texas that are growing because it is a way where we don't have to build new, expensive and polluting coal plants," said Marston.
