最も保守的なことで知られる米連邦住宅公社監督局(OFHEO)の住宅価格指数においても、今回の住宅バブル崩壊の深刻度が見えるようになってきた。なぜが直近の4―6月においても住宅価格は上昇したことにはなっているが、その伸び率は0.08%と1994年10―12月期以来、12年半ぶりの低い伸び。前年同期比の上昇率3.19%も10年ぶりの低水準(※1)。下のOFHEOリンクでP6のグラプを見てもらえば一目瞭然の通り、2004年から2006年にかけての対前年二桁増の時期の価格上昇は、極めて不自然なものであった。以下のグラプも参照。

結局米住宅バブルの崩壊はこの価格が適正な水準に戻るまでは終わらないものであり、(ホームエクイティローンなどで)上昇した住宅価格に依存しきっている米経済は、その過程で破壊的な調整を経ざるを得ない。それが今起こり始めている金融危機をより深刻なものとするのは容易に想像が出来る。一連の小手先の対策でどうこうなるような問題ではそもそもないと思われる。サブプライムで大騒ぎをした頃は、まだまだ良かったと思う時期があまり遠からず来るのではないか。
7月の新築住宅、中古住宅の在庫レベルは、それぞれ7.5ヶ月、9.6ヶ月分。中古の9.6ヶ月分という水準は、90年代の住宅不況のレベルを超え、住宅ローンの利率が16%もあった1982年以来(25年ぶり!!!)の水準であると言う。しかも、7月はまだ8月のサブプライム市場崩壊の影響を完全には受ける前である。如何に状況が絶望的かは、客観的にも明らかであろう。

WASHINGTON, DC – U.S. home prices increased only slightly in the second quarter of
2007 according to the OFHEO House Price Index (HPI). The HPI, which is based on
data from sales and refinance transactions, was 0.1 percent higher in the second
quarter than in the first quarter of 2007. This is below the revised growth rate of 0.6
percent for the previous quarter and the lowest since the fourth quarter of 1994. Prices
in the second quarter of 2007 were 3.2 percent higher than they were in the same
quarter of 2006, the lowest annual price change since the 1996-97 period.

The second graph shows the months of supply. With the months of supply now well over 8 months, we should expect falling prices nationwide.
The 9.6 months of supply is the highest since 1982 - when mortgage rates averaged 16% (see Freddie Mac)!

To put the NAR numbers into perspective, here are the year-end sales, inventory and months of supply numbers, since 1969.
This graph shows the actual annual sales, year end inventory and months of supply, since 1982 (sales since 1969). For 2007, the July inventory and Seasonally Adjusted Annual Rate (SAAR) for sales were used.
The current inventory of 4.592 million is the all time record. The "months of supply" metric is 9.6 months. The "months of supply" is now above the level of the previous housing slump in the early '90s, but still below the levels of the housing bust in the early '80s.
