The Biden administration’s defense approach recalls the Old West phrase describing a cowboy who talked big without the ability to back it up
— “all hat, no cattle.” While the administration has rightly noted the rapidly growing risks to U.S. security, it thus far has neither presented (let alone pursued) a clear strategy nor advocated allocating the resources needed to truly address them.
