個人的にはどこかで戦争があった場合、当初はどちら側の大義に付くかという考えは存在しない。戦況の有利や不利などのことよりも、紛争の起因を探り、お互いに争わないようにするにはどのようにすべきか叡智を結集して解決法を探るのが全てに優先するからだ。「孫子の兵法」は兵法書ではあるが、処世哲学の教えの書といったほうが良いと思う。有史以来文明の興亡の大元になるのは、資源や経済圏の確立のための権力闘争や戦争が重重ないツールだった。人類の進化はその面では少しも進化していない。ウクライナ紛争は100年前の第一次世界大戦のやり方と少しも変わっていないことからでも察知できる。何よりも残念なのは、時代を牽引してくれる立派な世界のリーダーがいなくなったことだ。2022年4月になり、ロシア軍のウクライナ侵攻から一ヶ月が過ぎたが、依然として停戦や休戦・平和交渉の道筋が不透明の状況にある。しかし2021年にウクライナのドローン攻撃がウクライナの親ロシア地域への攻撃が、端を発したという見方もある。戦況が長引けば戦力や物量の多い側が有利となるが、ウクライナとロシアの大義はそう簡単に認め合おうとする空気が感じられない。公平にみて、米国の水面下での東進戦略がロシア側を刺激しているなか、NATO（北大西洋条約機構）に属しないウクライナがロシア側と話し合う事もなしに、その流れに乗ろうとしている危機感がプーチン氏にあったことは否めない。かつてワルシャワ条約機構の一員だったポーランドがソ連崩壊後、NATO側に立ったが、多くの旧ワルシャワ条約機構（正式名称は、友好協力相互援助条約。1955設立－1991解散）の一員だった国の多くがNATOに加わり、ロシア側の危機感を煽っていたことも事実だ。バイデン大統領がプーチン氏を名指しで暴言を吐いたが、一国のリーダーが口にすべき事ではなかった。ロシア側は早速内政干渉だとして非難をするのは当然だろう。バイデン大統領側近がその発言を慌てて取り消してはいるが、オフレコ（of the record）ではなくそれは公的なものと見てとれるのでこれは大失態だと言える。ここまで戦況が進めばウクライナの国土復興や経済回復には数十年は必要になるが、ロシアには勝利する見込みはなく、他国からの経済援助は必須だ。ロシアとウクライナが戦わずして互いに勝つ目算や妥協点を見いだす努力を怠ったそのツケは後世に回すしか方法はない。ロシア側の被害も少なくない様だが、勝利するまで攻撃の手を緩める気配はない。公平にみて、NATOの解体、米国の水面下での東進を辞めること、ウクライナの永世中立国化と専守防衛限定の軍の維持、ウクライナとロシアの安定的協力関係が基本的な和平プロセスへの布石となることが必要だ。もしくはロシアを含めた新北大西洋条約機構（New North Atlantic Treaty Organization）なるものを設けるしかないだろう。

21世紀四半世紀を前に地球文明破滅の危機が訪れようとしている。しかし、それは自業自得と言うべきものだ。有史以来人類は殺戮と平和の時代を繰り返してはいるが、世代を超えればまた同じ過ちを繰り返す程度の文明社会を私たちは体現しているに過ぎない。ロシア軍がウクライナへの侵攻に喘いでいるようだが、はたして、ウクライナのゼレンスキー大統領は2021年のウクライナ東部地区へのドローン攻撃における911やパールハーバーもどきの事象がロシア側のウクライナ侵攻の起因であったことは認識しているのだろうか。2014年のロシアのクリミア併合時においてはウクライナ軍の兵力は殆どゼロで、ここ8年ほどで20万人ほどになり、日本の自衛隊並みになった。ウクライナとロシアの関係は歴史をみれば誰でも分かるが、日々の政においてはあくまでそれは過去の出来事であり、現代の世界での民主主義化に拍車がかかる状況において、東西の縄張り争いのカテゴリーで紛争を起こすのは双方において得策ではない。私見だが、ゼレンスキー大統領は恣意的に西側と東側の対立を煽っている節がある。日本は冷静に判断すべき立ち位置にある。第二次大戦中に設立された国際連合は今の時代には機能しなくなっている。核の所持を保証されたロシア・中国・英国・フランス・米国と言う連合国が77年間も世界秩序の要となっているが、常任理事国の一国が拒否権を行使すれば機能不全となり、たとえ一国がなりふり構わず第三国に対して理不尽な行動に出たとしても黙認ということになるのは大きな問題だと思う。ゼレンスキー大統領の政権閣僚が素人集団というお粗末さもロシアとの交渉を滞らせている原因とみる。自国の庶民の犠牲者がいくら出ようと、避難民がいくらいようと、国土が焼け野原になろうと、最後まで戦うというのは第三者から見れば立派に見えるが、国のトップリーダーとしての資質は大いに欠けている。戦争というのは、まず戦う前に勝つという（いわゆる不戦）のが大前提でなければならない。中国の孫子の兵法はまれに見る兵法書というより、平和を維持するための歴史の聖旨といってもいいだろう。ウラジミール・プーチン氏や習近平氏はそのことを忘れているとしか思えない。ゼレンスキー大統領は自国民の安寧を望む気持ちがあるのならば、プーチン氏に歩み寄り、腹を割って望むべきだろう。ロシア軍の劣勢や指揮系統の乱れによる混乱に乗じて、ゼレンスキー大統領が西側との結束を煽るのは、頑なになったプーチン氏の心を解きほぐすどころか、世界の滅亡へのカウントダウンを早めることになるに違いない。今の時代、地球文明をまとめるリーダーは見当たらない。プーチン氏と腹を割って話せるのはゴルバチョフ氏やドナルド・トランプ氏くらいしかいない。核兵器禁止条約に名乗りをあげられない日本にはその資格はまったくない。アメリカの映画「スタートレックシリーズ」は時代的には西暦24世紀の設定だが、個人的には今すぐその300年先にタイムスリップしたい気持ちでいっぱいだ。21世紀の文明の騒動にはもう付き合いきれない。
