Japanese courts sentenced 44 people to death in 2006, the largest number in at least 26 years, amid a toughening of sentences for violent crimes, a news report said Sunday.

The 44 death sentences were the most since at least 1980 -- the earliest year for which statistics were available -- and brought the total number of people on Japan's death row to 94, the Nihon Keizai newspaper said.

It said it compiled the numbers from the nation's Supreme Court, regional high courts and district courts, as well as Ministry of Justice statistics.

The higher number of capital sentences appeared to be due to a toughening of sentences out of consideration for the victims of violent crimes and their families, the Nihon Keizai said. A spate of such crimes from 2000 to 2004 also appeared to be a factor, it said.

Violent crimes are relatively rare in Japan, which has one of the lowest crime rates among advanced nations. However, crime has risen steadily in recent years as the country has struggled to recover from an economic slowdown.

Executions, conducted by hanging, are also relatively rare. The government is extremely secretive about the death penalty and tends to carry out hangings without prior notice and when Parliament is not in session. Four men were executed on Christmas Day.

The government lifted a four-year moratorium on capital punishment in 1993. Until 1998, it refused to publicly acknowledge executions.

Japan is one of the few major industrialized countries which retains the death penalty.

Phones rang unanswered Sunday at the Justice Ministry.

Thousands celebrate new year with Japan's royals

 Thousands of well-wishers waving Japanese flags gathered Tuesday at the Imperial Palace for a series of rare appearances by Emperor Akihito and the royal family marking the new year.

Crown Princess Masako, who is recovering from a stress-induced illness, accompanied other members of the royal family on only three of their seven appearances on the palace's glass-enclosed balcony, according to Kyodo News agency.

"I am truly happy to celebrate the new year with you," Akihito told the crowd of about 17,000 people at his first morning appearance. "I wish for the happiness of people in our country and peace in the world."

Masako, 43, smiled and waved together with her husband, Crown Prince Naruhito.

But palace officials said the diplomat-turned-princess, who retreated from official duties in 2003 because of depression, is still recovering and cannot handle strenuous activities.

Masako's depression is thought to have been brought on by the stresses of palace life. She was also under heavy pressure to produce a male heir.

That pressure was somewhat relieved in September when Princess Kiko, the wife of Naruhito's younger brother, Prince Akishino, gave birth to a boy, forestalling a succession crisis.

Kiko joined the family on the balcony for only the first three and final two appearances, as her baby is still nursing, Kyodo said.

The birth also derailed moves to change Japan's male-only imperial succession law to allow Masako's only daughter, Aiko, to ascend the Chrysanthemum throne.

Still, recent polls have shown the public continues to back the idea of a female monarch.

Japan's imperial family is still highly popular but remains largely shielded from view by secretive palace officials.

Akihito and his wife, Empress Michiko, are scheduled to visit Europe later in the year.

NHK: Sorry for 'topless' broadcast

A troupe of dancers in skin-colored body suits had Japanese national broadcaster NHK apologizing to viewers of its New Year's Eve music special for what seemed to be a full-scale Janet Jackson-style wardrobe malfunction.

The dancers, who all appeared to be topless and wore skimpy bikini-style bottoms and feathered headdresses, covered the stage during a performance by singer DJ OZMA, prompting about 250 viewers to phone in and complain.

"The dancers were wearing body suits, but we apologize for any misunderstanding," a presenter announced towards the end of the 57th annual "Red and White Song Contest".

"I guess it looked a bit too real," local media quoted the singer as telling reporters after the show, which regularly tops viewer ratings on New Year's Eve in Japan.

過剰演出のOZMAをNHK突き放す

NHKでは紅白の公式HPトップに「衣装の最終チェックであるリハーサルでは放送のような姿ではありませんでした。今回の紅白のテーマにふさわしくないパフォーマンスだったと考えます」と謝罪コメント。また、番組責任者の制作局第2制作センターエンターテインメント番組・鈴木明部長の名で、「第57回NHK紅白歌合戦を終えて」と題されたコメントを出し、「一部、視聴者の皆さまに不快な思いをおかけしたことを、改めておわび申し上げます」との一文が入れられた。

 紅白では過去にも、サザンオールスターズによる三波春夫さん風衣装(82年)、とんねるずのパンツ1枚(91年)、本木雅弘によるコンドームパフォーマンス(92年)など、局側に極秘で歌手側が決行したサプライズがあった。本木はその後、歌手として出場したことはなく、サザンは翌83年の出場以来、紅白のステージには上がっていない。OZMAについて、NHKは現時点で「関係者が処分されたという話もない」としているが、放送上の要注意人物としてブラックリスト入りしたことは間違いない。

The Arizona Diamondbacks expect to complete a deal with the New York Yankees by the end of the week to bring back pitcher Randy Johnson, a high-ranking Diamondbacks official familiar with the negotiations told USA TODAY.

The clubs have agreed on the package of players the Diamondbacks will send to the Yankees, according to a club official from each team — two minor league pitchers and a major league reliever.

The deal has not been completed because of money issues, including how much the Yankees will pay toward Johnson's $16 million contract in 2007.

The Diamondbacks official also said they would like to sign Johnson to a one-year extension that would be a pay cut from his '07 salary, as well as restructure the $40 million deferred payments the left-hander is owed from his 1999-2004 stint with the team.

It's hard to think that the best postseason closer in history (0.80 ERA) -- one of the best anytime of the year -- will pitch anywhere but in the Bronx in 2008. But his contract is up after '07, and the Yanks have yet to lock him up. Mo is 37, and he has had elbow problems, but he has said he'll pitch three more years. There are older closers out there who aren't half as effective.

One of the top defensive corner outfielders in baseball, Suzuki continues to pile up the 200-hit seasons and All-Star selections. You know what you get with Ichiro; a league-leading amount of singles, a good amount of triples, some stolen bases if he wants (he had 45 in '06) and a guy you can put in the leadoff spot every single day. Plus, those marketing opportunities in Japan! The lack of power probably will keep him from making Jones money, but he's got a lot of good years left in him.

Bobby Abreu, OF, Yankees (ライトイチロー、レフト松井)
The $15 million club option for '08 seems steep even for the Yankees. And with a handful of good outfielders on the market next winter, the Yanks might want to poke around (Ichiro in right, Hideki Matsui in left?). Still, Abreu's patience at the plate and his ability to get on base (.411 career OBP) are attractive, even if his power numbers leave a bit to be desired.

Center Fielders(ジョーンズ、ハンター、イチロー、カメロン)
Here's the loaded position for 2007. Andruw Jones, Torii Hunter, Ichiro Suzuki, Mike Cameron, Aaron Rowand and Corey Patterson form a deep and imposing class of center-field mercenaries. Jones has lost a step in the field, but he's still a high-quality defender. Oh, and the future Hall of Famer has 92 homers over the last two seasons. Hunter provides exceptional defense and good power numbers, Ichiro, while overrated, is a skilled defender, ruthlessly efficient base runner and OBP threat, Cameron's a reliable power source who takes walks and mans an excellent center, Rowand is one of the best outfield gloves in the game today, and Patterson boasts excellent glove work and upside (he's only 27). Teams in need of a quality center fielder will have plenty of options in the winter of '07.

Catchers(ポサダ)
Jorge Posada is the name to remember. Posada is 34, but because he was a second baseman for the entirety of his amateur career he doesn't have as much wear and tear on him as you might think. He still has pop and good OBP skills, and he's long earned praise for his handling of pitchers. Michael Barrett, Paul Lo Duca and Jason Kendall will also be entering their walk years.

First Basemen(スィーニー)
There's not much here. Mike Sweeney hits the market, but he's not a premium talent these days. Sweeney will be 34 on opening day 2008, and he's been on the disabled list five times in his career. To boot, he's coming off his worst season since becoming a major league regular. So it's caveat emptor on Sweeney.

Second Basemen(カスチーヨ、ビジオ)
Luis Castillo, who has a .369 career OBP in tandem with speed on the bases and excellent defense, is the top second sacker headed for the market. He figures to produce and defend at a similar level for the foreseeable future. Craig Biggio, should he opt against retirement, will also be available, as will Marcus Giles and Mark Ellis.

Third Basemen(ロドリゲス)
Not much here, but it's worth noting that Alex Rodriguez can choose to opt out of the remainder of his contract after the 2007 season. He's not likely to do that, but there's always the possibility that his unhappiness in New York could trump financial considerations. Other than A-Rod, we have only the likes of Mike Lowell and Mike Lamb.

Shortstops(ギーエン)
The terminally underrated Carlos Guillen is the guy. He quietly put up MVP-caliber numbers in 2007, and his defense is better than generally believed. Guillen will always have health concerns, but if he hits as he did in 2006 and 2004, then he'll have plenty of suitors. David Eckstein and Omar Vizquel are also slated to be free agents.

Corner Outfielders(ダイ)
At the flank outfield positions, Jermaine Dye will generate the most interest. Dye plays in an exceptional home run park, but it's worth noting that in 2006 he was actually more productive on the road. If he comes close to his numbers from this past season, then he'll command a giant contract. Dye should come back to earth a bit in 2007, but he figures to remain a productive hitter (and a skilled glove man) for the next handful of seasons. Brad Wilkerson and Milton Bradley hit the market, as well.

Starting Pitchers(ザンブラノ、コロン、ジョンソン、シリング、ウッド)
The most alluring starter headed for the market is Carlos Zambrano; however, you can be sure the Cubs are going to do everything they can to sign him before he plays out his contract. Zambrano combines high K rates, groundball tendencies and durability, so he'll be a commodity. Elsewhere we have names such as Bartolo Colon, Mark Buehrle, Freddy Garcia, Randy Johnson, Jason Jennings, Kenny Rogers, Curt Schilling, Kerry Wood and Jake Westbrook.

Relievers(リベラ)
The attention will be on Mariano Rivera. In the past, Rivera has hinted that he might retire after his current contract is up, but the fact that he's still pitching at an elite level might persuade him otherwise. It's hard to imagine the Yankees allowing him to sign anywhere else, so it's likely he'll either retire or be back in pinstripes. Other intriguing names include Scott Linebrink, Joe Kennedy, Armando Benitez, Todd Jones, Francisco Cordero, Mike Timlin, and Bob Wickman. Of those, Linebrink has the best combination of age, health and recent performance.
