スーダン：RSFが新政府樹立構想を打ち出す

　なにやら民族も何も関係ない、そんな素敵な政治をしたいなあと言ってるそう。

　自派こそこの国に現実的な未来を形成できる唯一の勢力であるぞという認識のよう。教育・保健衛生を、自派支配地域以外にも及ぼすのだ―と夢と希望とは限りない。なんか私の見合い相手を思い出すところがある。何でも話し合える温かな家庭を作りたいのでお前の意向は無視する、というお話だった。

　ところで君たちが主要な勢力として戦ってきた内戦で、この国は飢饉のような状況にあるのだが、その点でどういう現実的な未来を描くことができようか。70万人に飯をくわすのは大変だぞ。

　…先進資本主義国は世界の末端へ支援する道義的・実質的義務を負っているとは、そりゃあ私も思うのだが、それは資本主義のサークルの中にはいって利益を供与してくれるからこそ、じゃねえかなあとはそりゃあ疑いたくなる。長い目でみなきゃあいけないのはそりゃあそうだが、次々内戦やらかして将来世代を火にくべて、なんかペイできそうな時代が来るまで―なんぼかかるんだよと、そういう気持ちはそりゃあまあ…。

　内戦により15万人くらいの死亡が発生したと見込まれる。避難民は1200万人。
　…どう内政するのか、その能力が問われるんだと思う。
