The United States was afraid of Japanese retaliation.
However, Japan had no idea of using social science for war purposes. What kind of country is the United States? What kind of person is an American? Japan has not done any sociological, psychological, or political research on how to fight the United States. I give the details to my book, 'Resurrection here in the Great East Asia War' (Crest), but it is impossible to call such a state an aggressive state. If Japan had been studying the United States, the war in the Great East Asia War would have been quite different. Roosevelt promised during the presidential election that he would never war unless the stars and stripes were attacked from the front. The US president must keep his election promise. If the Japanese understood this and had a first-rate strategic idea of using this Roosevelt promise for war purposes, they would not have chosen the option of attacking Pearl Harbor. It was possible to also appeal to an American citizen directly when becoming a Japan and the U.S. war if the petroleum stops by the ABCD siege.
If Japan does not attack Pearl Harbor and captures the Dutch East Indies, current Indonesia, and only fights with the Netherlands and Britain, Japan must have won.
In fact, except Operation Imphal, the Japanese had won all over the British (see my book for details).
However, the Japanese did not know American politics. I didn't even know what campaign promises meant. Not even the modern Prime Minister knew so none of the Japanese at that time knew. Many Japanese politicians, before the war, were soldiers and peerages. Among the members of the House of Lords, the Imperial Family and the Duke and Marquis do not elect. A county/viscount/baron is the mutual vote.
There is no election for military personnel either. After the Inukai cabinet, the prime minister was a military or peerage. For example, looking back at the Cabinet before the war, Konoe Fumimaro, Yonai Mitsumasa, Abe Nobuyuki, Hiranuma Kiichiro, and everyone, it was the prime minister made a politician without passing through the election.

"On September 2, 1945, GHQ issued the" Order No. 1 "and considered swords in private houses in the Kanto and Tokai districts as weapons and sent them to the U.S. Army Depot 8 in Akabane, Tokyo.
