The Honda protégé competed in the GP3 Series across 2016/17, taking two wins last season and third in the standings, behind team-mates George Russell and Jack Aitken.
Fukuzumi, 20, conducted post-season Formula 2 running for Arden in Abu Dhabi, and will now make the step up to the secondary category with the squad.
Arden added that its second driver will be announced "in the coming weeks".
Fukuzumi will also make his debut in Super Formula, replacing Toro Rosso's Pierre Gasly at Team Mugen.
It is not yet clear which programme will be given priority, with Formula 2's events in Monaco and Silverstone set to clash with Super Formula's rounds at Sugo and Fuji respectively.

マシンにすでに”福住仁嶺”と刻まれてました（添付写真）！
日欧TOPフォーミュラ ダブルエントリーは
一つのシリーズでは＊スーパーライセンス発給条件の40点に到達できないと
HONDAが判断した故の措置のような気がします。
HONDAは どうしても来年日本人ドライバーを誕生させたいとう意欲の表れか！？
＊スーパーライセンス；Ｆ１のレースに出るために必要なライセンス。
取得条件は当該ドライバーの過去3年間の実績をポイント化し
計40点以上獲得した者となっています。
福住選手は現在18点保有しているが
今季SUPER-FORMULAでタイトルを獲っても＋20点(計38点）
と40点には達しない。

レギュラードライバーの ピエール ガスリーのオフ シーズン テストに向けてのコメントです。
Gasly, preparing to contest his first full season in Formula 1, is hoping that Toro Rosso can avoid similar pitfalls when testing begins at the Circuit de Barcelona-Catalunya next month.
"At the start of February, I'll be going to the Toro Rosso factory in Faenza," Gasly told the official Toro Rosso website.
"We already did a preliminary seat fitting for the 2018 car, but there will be more to do on that front, as well as ensuring everything is set for the first test in Barcelona.
"Testing will be very busy with a lot of work to do, especially as we have a new engine partner.
"The important thing at the test will be to have a reliable package so we can do as many laps as possible and get a good understanding of where we are with the car, the engine and how the package is planned to evolve.
"There are only eight days of testing before Australia and that really isn't very much.
"I am very motivated about all this and I can't wait to start driving again and prepare for the season.
"To be honest, right from the start of December, it's all I've been thinking of!"

この場合の new enginr partnerはHONDAです
だからガスリーの言うweはTORO ROSSO-HONDAでは無くTORO ROSSOだけを指していることに
なります。
なぜ興味深いかというと
ガスリーは 去年日本でHONDAと共にレースをしていて
その時のコメントのwe(僕たち）は 自分とHONDAを指していたからです。
つまりガスリーは 去年も今年もHONDAと共に仕事をしているのだが
去年はHONDAの一員であると自覚し
今年はRed Bull(toro rosso)の一員でHONDAは単なるパートナーであると位置付けて
居るのでは？？って感じたからです・・・
アロンソの言うweは 自分＋所属チーム(マクラーレン）＋HONDAだったのに・・・
なんか 悲しい。。。

Japanese racer Sato, 18, contested his rookie European F3 season with Motopark in 2017, scoring his only point at the penultimate round of the season in Austria, leaving him 19th in the standings.
Prior to F3, he spent two seasons in Italian F4, classifying 10th and 18th respectively.
"I'm glad to get another crack at F3 with Team Motopark," said Sato.
"I learnt a lot in 2017 and feel much more ready for the championship now. This is one of the key reasons why I opted for Team Motopark in the first place, and it has proved right ever since.
"I wanted to learn as much about Formula 3 as I could in my maiden year, and in Team Motopark, I found the best possible teachers."
Motopark team boss Timo Rumpfkeil added: "2017 was a difficult year for Marino – after all, the decision to join F3 came very late, and with the exception of Monza and Spielberg, he hadn't known any of the tracks.
"We all knew it would be a tough year, but Marino learnt his lessons fast and well; the points scored in Austria show how steep and yet successful his learning curve was.

日本メーカーの支援によるＦ３参戦ではなく 自身の実力のみで ここまで
這い上がってきた選手なので 何とか生き残ってＦ１まで辿りついてほしいです。
