社説：最弱者のためのセーフティーネットとして作られたシステムは、大志も誇りも殺す総消費者依存国家に膨張しました。

A report today from the Centre for Policy Studies (CPS) think tank contains this remarkable fact: a majority of households in Britain receive more in benefits than they pay in tax.

シンクタンク、CPSが本日公表した報告書には、「英国の世帯の大半は納税額よりも多く補助金を受け取っている」という驚くべき事実が記されています。

Indeed, the percentage that could be defined as "dependant" on state provision of some sort or other rose from 46 per cent when Labour took office in 1997 to 52.5 per cent by 2010. Under the Coalition, it has fallen marginally to 52 per cent .

なんらか形で国の福祉に「依存している」と定義出来る世帯の割合は、労働党が政権をとった1997年の46%から2010年までに52.5%まで上昇しました。
連立政権下では52%まで微減しました。

Clearly, these include both cash payments and benefits-in-kind such as access to education and health care. Also, as the population ages, more older people will be drawing state pensions. Yet, even looking at non-retired households alone, 38 per cent still claim more in benefits than they pay in taxes.

明らかに、これには現金給付と、教育や医療の利用といった現物給付が含まれます。
また、高齢化が進むにつれ、公的年金受給者は増えるでしょう。
しかし、非退職世帯だけを採り上げてみても、納税額よりも受給額が多い世帯は38%に上っています。

Since the Second World War, in other words, a welfare system established to end privation and act as a safety net for those in difficulties has become all-pervasive. Many people who would be regarded as well off qualify for benefits. More and more social payments are promised by politicians even as the national debt continues to grow to mind-boggling proportions.

つまり、第二次世界大戦以降、欠乏をなくし、貧困者のセーフティーネットとなるべく作られた社会福祉制度は、広く浸透したということです。
恵まれているとされる人も大勢、受給資格を有しています。
政府の借金は途方もない額へと増大中であるにも拘らず、政治家は益々多くの社会保障を約束しています。

As the CPS analysis shows, there is a direct correlation between the size of the state and dependency. The notion that what people earn is really the government's to take and dispose of as it chooses underpins not just welfare policy but even the current political row about tax avoidance.

CPSの分析からわかるように、社会保障制度の規模と依存には直接的相関関係があります。
人々の稼ぎは実は政府が召し上げて好きなように使うものだという考えは、社会保障政策だけでなく、現在の税金回避を巡る政治的論争の根拠にすらなっています。

Changing such attitudes after they have held sway for almost 70 years is difficult yet essential. The Coalition has made inroads into dealing with the huge increase in welfare spending and the new Universal Credit is being further extended today to Job Centres across the country.

70年近くも甘やかされた末にそのような意識を変えるのは困難ですが、必要不可欠です。
連立政権は社会保障費の激増対策に乗り出し、新しく設立されたユニバーサル・クレジットも今日では全国のハローワークへと追加拡大されつつあります。

As Peter Oborne reports on these pages, Iain Duncan Smith, the Work and Pensions Secretary, has had to fight hard to get his welfare reforms accepted even by his own colleagues, let alone the Labour Party, whose approach to welfare reform has always been contradictory and confused. The Left recognises that cracking down on abuse is popular, yet by expanding the benefits base it also hopes to widen its electoral appeal. The CPS estimates that under the levels of state spending envisaged by Labour there would be an additional 750,000 households in dependency by 2020.

ピーター・オボーン記者が小紙で伝えているように、イアン・ダンカン・スミス労働年金担当大臣は自らの社会保障制度改革を、社会保障改革への取り組みが常に矛盾かつ混乱している労働党は勿論、保守党の同僚に受け容れられるために苦戦しなければなりませんでした。
左翼は、不正取締は受ける知りつつ、社会保障ベースの拡大でもっと有権者に受けたいと思っています。
CPSの試算では、労働党の社会保障制度案では、2020年までに依存世帯が75万世帯も増えるだろうとのことです。

As the report observes, this is an economically and socially destructive phenomenon which blunts work incentives and has the pernicious effect of engendering a culture of low aspirations in some communities. The welfare state should be about protecting the vulnerable in their times of need and helping them back to self-reliance. Mr Duncan Smith's reforms are intended to do just that, which is why they are so important.

報告書の指摘の通り、これは労働意欲を悪化させ、一部の社会には大志なき文化を根付かせるという致命的な影響のある、経済的、社会的に破壊的現象です。
社会保障は必要な時に弱者を護り、彼らが再び自立するのを助けるためのものであるべきです。
ダンカン・スミス大臣の改革は正にそれを目指しており、だからこそ非常に重要なのです。
