But Abe has no one to blame but himself. Having wagered on a North Korea policy which had relied solely upon confrontation, maximum pressure, and the escalation of threat perceptions for domestic political gain, Abe snubbed the early talks and allowed South Korea on its own to take the initiative.

Abe says it is important to keep peace through diplomacy despite the military threat from North Korea. He says we need to put pressure on North Korea to start a serious dialogue. He also says Japan will work closely with the U.S. and South Korea to make China play a bigger role.


For Abe, the North Korean threat was a useful weapon in his campaign for revising the country’s pacifist constitution and a remilitarization of Japan with the ultimate target of China in mind.

In order to accomplish the aim of the preceding paragraph, land, sea, and air forces, as well as other war potential, will never be maintained. The right of belligerency of the state will not be recognized.


As it is, many scholars argue that the Self-Defence Army is unconstitutional.

Abe’s intention to revise the article 9 is to make it clear that SDF is not unconstitutional。

Abe and his government had sought to depict the situation with Pyongyang as an existential crisis, especially throughout 2017, using North Korea’s missile tests and nuclear weapons development as evidence that the regime would randomly, irrationally, and preemptively strike Japanese cities


But North Korea, in fact, is threatening.

"No one knows when the touch-and-go situation will lead to a nuclear war, but if so, the Japanese archipelago will be engulfed in flames in a moment. This is too self-evident."


Imagine that the U.S. get the same threat with a missile fired over its homeland. Is it not an existential crisis?




The Abe government even resorted to various stunts to alarm and terrify the Japanese public. This included suspending service on the Tokyo Metro and other trains when a missile was launched and what appeared to be a cynical use of the national J-Alert system and other public defense drills.

Abe didn't suspend the service. Tokyo Metro stopped it on its own own judgment.

I don't know what cynical use of J Alert he is talking about.


It was at this point that Abe made his most serious miscalculation, believing that the Trump administration would continue to back his unbending policy of maximum pressure and no compromise, rather than accept the rapidly developing peace initiatives from Pyongyang and Seoul. Instead, the opposite occurred.


But there has been no sanciotion relief since then.

Both sides shared the recognition that, providing economic co-operation after the normalization by the Japanese side to the DPRK side, including grant aids, long-term loans with low interest rates and such assistances as humanitarian assistance through international organizations, over a period of time deemed appropriate by both sides, and providing other loans and credits by such financial institutions as the Japan Bank for International Co-operation with a view to supporting private economic activities, would be consistent with the spirit of this Declaration, and decided that they would sincerely discuss the specific scales and contents of the economic co-operation in the normalization talks.
