日本の外交で欠けているもの

日本の場合、原理・原則よりも、どうしても関係性を重視してしまう。

相手の顔を立てて、裏で腹割って話して、手打ちにする。

顔色をみて機嫌をそこねないよう、人間関係が悪くならないように気を配る。

アメリカの顔色をみて、機嫌を損ねないようにしか行動できない。まさに、忖度。

原理・原則の正義、自由、民主主義、人権などを表に出して、大上段に構えるのは苦手。だが、国際的には、そっちの方式が優勢。

おれからすると韓国はずるいんだけど、それができている。だから、国際的には話が通じやすい。

北朝鮮も裏では極悪非道のことをやっているんだけど、表向きは原理、原則で話をしている。

もしトランプ大統領が、左派の助言を受け入れていたら、過去の大統領と同様、自国から一歩も出ずに終わっただろう。もし彼が右派の助言を聞いたなら、会談の部屋に突進して「核を手放せ。以上だ。それで済む」と言い放ち、和平プロセスは本当に失敗していただろう。

北朝鮮は自国の存続を確実にするために核兵器を開発した。もし米韓が北朝鮮にこの兵器を放棄させたいのなら、それに代わって体制保障となるものが必要だ。

今回の首脳会談により、土台が整った。トランプ氏と文氏、そして金氏が、その問題の解決に向けてどう動くかが、次に起きることの鍵となる。


会談するのもいい。戦争も回避すべきだ。しかし、彼は、10万人以上の人々を拷問、監禁している犯罪者であることを見逃してはなるまい。


例えば、相模原障害者施設殺傷事件は、社会を震撼とさせたが、金正恩の犯罪は、それどころの話でないのである。

Back in 2014, after an intensive commission of inquiry, the United Nations endorsed a detailed report on human rights in North Korea. It was damning and it was alarming. It drew overwhelming votes in the UN Human Rights Council, usually bitterly divided along geopolitical lines. Likewise in the General Assembly which was shocked and alarmed by the findings of multiple crimes against humanity. Millions of people starving in North Korea. More than 120,000 in detention camps to which access was denied. Thousands who had fled to South Korea despite great risk to their lives. Thousands executed publicly as enemies to the regime. Naturally, as the chair of this inquiry, I was expecting that some form of commitment (even vague like the rest of the agreement) to human rights would be recorded.

President Trump said that the sufferings of the young US student Otto Warmbier had been a factor that moved him to seek the meeting with Chairman Kim. I acknowledge that suffering and it calls out for a transparent response. But so does the suffering of the tens and hundreds and thousands of North Koreans, South Koreans and Japanese who have no one to speak for them, except the United Nations human rights inquiry. The summit in Singapore has ended with bilateral commitments. But a commitment on human rights is nowhere to be found.


In a myasma of hope about the undefined goal of denuclearisation, I am willing to see Kim (who appears to have killed a number of members of his own family) as a reliable negotiating party, dealmaker and paragon of peace. But I cannot put out of my mind the people who came to the public hearings of the United Nations inquiry. They told their stories of suffering. They trust the world and the United Nations to right the wrongs. Their testimony is on the Internet. It haunts our world. But not North Korea where it is inaccessible to all but the elite around Kim. I will begin to respect his word when he opens up his isolated country to allow United Nations inspectors to visit the mass detention camps. Let him do this immediately and then I can join in the rejoicing for the self-proclaimed triumph of the Singapore Summit of June 2018.



仮に、金正恩が交渉の名手で、非核化、平和への鍵を握っているとしても、彼が犠牲にしてきた人間、また、犠牲にしつつある国民や外国人について忘れてはいけないし、目をつぶってしまってはいけない。

In Chinese President Xi Jinping’s wildest dreams, he could not have envisioned a better outcome of President Trump’s summit with North Korean leader Kim Jong Un – at least as it concerns Beijing’s interests.

After one day of meetings, Trump agreed to halt U.S.-South Korea military exercises, doing exactly what the Chinese government proposed ahead of the summit. Trump publicly stated he wants to remove all U.S. troops from South Korea, which would be a huge strategic windfall for China. Trump acknowledged that China is busting sanctions on North Korea, but indicated there’s nothing he can do about it. And Trump legitimized the North Korean regime, beginning a long process that will keep Beijing as a key player with huge leverage on both sides.

“Trump loves to characterize things as winners and losers, and Xi Jinping appears to be the biggest winner of all after the historic Trump-Kim summit,” said Theresa Fallon, director of the Centre for Russia Europe Asia Studies.

But the reaction among many South Koreans was disappointment, and in the community of North Korean refugees now living south of the border there was a feeling of betrayal.

Choi Jung-hoon, a member of the North Korean Liberation Front, a quasi-military group that advocates for the overthrow of the regime in Pyongyang, said he was furious at the outcome of the summit, which had led to “only good things for Kim Jong-un”. Choi was an army officer in North Korea’s cyber-hacking unit for almost 20 years before he escaped in 2006.

“Trump completely lost to Kim, he was dragged around by Kim,” Choi said. “This has all been a political show by Trump, North Korea got away with everything they wanted. They said they will ‘denuclearise’, nothing has been said in detail.”

Choi was dismayed that the US demand for complete, verifiable and irreversible dismantlement was absent from the agreement, and he was particularly disappointed human rights were not prominently featured. The UN estimates North Korea is holding up to 120,000 political prisoners and says the regime is guilty of crimes against humanity.

Another refugee, Jung Gwang-il, who works to smuggle information into North Korea, said he was “moderately disappointed”. He previously worked at state-run trading companies but was later sent to a labour camp and tortured. He arrived in South Korea in 2004.

“Promising security for Kim’s regime will mean he can stay in power and will just keep on oppressing the North Korean people,” Jung said. “If denuclearisation happens while people in North Korea are dying, it’s pointless.”

国営の朝鮮中央通信は、両首脳が朝鮮半島の非核化などの過程について「段階別、同時行動の原則」の順守が重要との認識で一致したと報道。さらに、金委員長は会談で「米国側が朝米関係改善のための真の信頼構築措置を講じていくなら、(北)朝鮮側も引き続き次の段階の追加的な善意の措置を講じていくことができる」との立場を明らかにしたとも伝えた。

 北朝鮮が従来主張してきた「段階的な非核化」に米国が同意したとの認識を示したものだ。北朝鮮側が非核化に向けた措置を取るには、事実上、米国側からも何らかの見返りとなる措置が必要だとの主張でもある。

 一方、トランプ氏は12日の記者会見で「非核化には時間がかかる」との見方を示したものの、同日の米FOXニュースのインタビューでは、北朝鮮側の非核化への取り組みについて「事実上、直ちに始まるだろう」との期待感を示している。また、ポンペオ米国務長官は会談前の11日夜、「完全かつ検証可能で不可逆的な非核化(CVID)」を追求する考えを強調しており、今後の交渉でこうした米国の思惑とのずれが大きな障害となる恐れがある。

For all of Mr. Trump’s showmanship, however, Mr. Yun and other diplomatic veterans who have dealt with North Korea said it was Mr. Kim who emerged from the meeting as the winner. As the leaders signed the joint statement, Mr. Kim declared that they had “decided to leave the past behind.”

But on Wednesday, North Korea’s official state media offered a very familiar formulation, saying that Mr. Trump and Mr. Kim had agreed that the two sides should take “step-by-step and simultaneous” actions, rather than insisting on North Korea’s quick unilateral nuclear disarmament.

It also said that Mr. Trump had expressed his intention to “lift sanctions” against the North when relations improved

He also pulled the rug from under the Pentagon and Secretary of Defense John Mattis, who had repeated even on Monday, the eve of the summit, that the U.S. troop presence and military exercises are not up for negotiations at this point. The U.S. forces in Korea publicly stated that they will proceed as usual, preparing for August joint exercises with South Koreans since there has been no command from the Pentagon brass to discontinue the planned war games. The United States should have demanded the bare minimum of a declaration by Kim to continue his self-imposed moratorium on nuclear and missile tests, but even that was missing.
