The prosecutors' statements are a sign of the depth and breadth of the criminal investigation into the tax shelters, which were sold to about 350 people from 1996 to 2002 and cost the government at least $1.4 billion in unpaid taxes, according to Senate investigators. The investigators found that KPMG earned fees of $124 million on those sales; other financial institutions, including banks and law firms, had a role in the transactions.
