不動産屋の苦しみの元は版籍奉還と地租改正

最近コメ不足のニュースが良く流れてきますね。

テレビや新聞はそれがさも深刻かのように報じますが

私は３０年前のコメ不足を経験してますから

何でこの程度でそこまで騒ぐの？

って違和感があります。

３０年前はスーパーから米が完全に消えましたからね。

それと私が大学生の頃までは米は専売制で

米屋以外では売ってませんでしたから

今多少高くなってるかも知れませんが

お店には米が積んであるのを見ると

これほど騒ぐほどの事か？

って言うのが私の感覚です。

日銀は物価目標なんて言ってますから

喜んでるかも知れませんよ。

昨年の米は例年通りの収穫高だったと言われていますから

まぁどこかには米はあるんでしょうね。

コロナ騒ぎの頃のマスクと一緒で

買い占めてる人がいそうに思います

もしそうだとしたらそんな事は止めましょう

歴史を見れば民衆の反感を買って悲惨な事になりますよ

江戸時代は何度も打ちこわしが起こって襲われてますからね

民衆を困らせて米で儲けようとすれば

ばちが当たる

そう思った方が良いと思います。

今は米が無くても色んな食材がありますが

かつては米の不作はそのまま飢饉ですから

まぁその価値は今とは比較にならなかったんでしょうね。

江戸時代は年貢で米を収めていましたので

まさに米本位制経済ですから

そもそも米が足りないと幕府の財政がひっ迫する

そんな危うい物だったようです。

これでは安定した政治はできませんよね。

だから明治に入って版籍奉還から地租改正

って事になったのです。

地租改正ってのは税金を年貢では無く

土地の所有によって徴収する

って訳ですから

不動産取引の歴史がスタートしたって事になります。

つまり税金のために土地の所有が始まった

そしてそれが取り引きされるようになり

私たちの仕事が成り立ってる

って事です。

まぁそれから150年も経ちましたから

不動産の状況もずいぶん変わりましたが

ではもう制度は完成に近いのか？

って言うと全く違います。

日本の不動産の状況は

経済がここまで発展したにも関わらず

地租改正に始まった問題を解決できてない

これが実態です。

そしてその対応の遅れが

トラブルが多発する

その原因になっています。

だから我々不動産屋は取引の度に苦しむ訳です。

公図も明治時代の物がいまだに基礎になってる訳ですから

売買の度に境界確定にお金と時間をかけていますし

隣地の協力が得られないと

価値が大きく下がる

なんて事もあります

所有者不明土地も

本来なら相続登記が成されなければ占有者か国が権利を取得する

って事にしてあれば

九州より広い土地が所有不明のまま放置されてる

先進国として恥ずかしい事態には陥らなかったのです。

150年前まではそもそも土地の所有権が認められて無かった訳で

そこに立ち戻れば

簡単に解決する話のように思いますが

行政府と立法府の怠慢で

時代に合わせた制度改革が遅れる中

土地の価値が大きく上がりましたから

こんな事になってしまったのです。

まぁしかし遅ればせながら

少しずつ改革は行われるようになりましたね

登記の義務化も始まりましたし

相続土地国庫帰属制度も始まりました

その意味では前に進んでいますが

不動産の問題は無数にありますからね

多分私が生きてる間は

その都度ガタガタしながら不動産の売買をする

これから私たちが逃れられる事はありません

不動産屋の皆さん覚悟しましょう。

毎日大変ですが

しかし物は考えようで

大変だから私たちは高額の報酬がもらえるのです

誰でも出来る仕事であれば

報酬も世間並みになりますからね。

そんなプラスの側面もありますので

今日も頑張ってトラブルの解決

I can’t understand why people are making such a fuss over something like this.

30 years ago, rice completely disappeared from supermarkets.

Also, until I was a university student, rice was a monopoly and only sold at rice shops,

So it may be a little more expensive now,

but when I see rice piled up in the stores,

I wonder if it's really worth making such a fuss about.

The Bank of Japan is talking about price targets,

So they might be happy.

They say last year's rice harvest was the same as usual,

So I guess there's rice somewhere.

It's like masks during the coronavirus pandemic,

and I think there are people who are buying them up.

If that's the case, let's stop doing that.

If you look at history, you will incur the resentment of the people and it will become disastrous. In the Edo period, there were many riots and attacks,

so if you try to make money from rice by causing trouble for the people,

you will be punished. I think it's better to think of it that way.

Nowadays, there are many foods available even without rice,

but in the past, a poor rice harvest meant a famine,

so the value of rice was probably not comparable to today.

In the Edo period, rice was paid as tax, so it was a rice-based economy.

If there was not enough rice, the finances of the shogunate would be in a tight spot,

and it was such a precarious thing.

You can't have stable politics like that.

That's why in the Meiji era,

we went from returning the lands and people to the emperor to make budget on the land tax.

The land tax reform meant that taxes were collected based on land ownership,

so the history of real estate transactions began.

In other words, land ownership began for the sake of taxes, and then it began to be traded, and our work is possible.

Well, 150 years have passed since then,

and the real estate situation has changed a lot,

but is the system already close to completion?

Not at all.

The reality is that the real estate situation in Japan has not been able to solve the problems that began with the land tax reform, even though the economy has developed to this extent.

And the delayed response is the cause of the frequent occurrence of trouble.

That's why we real estate agents suffer every time we make a transaction.

The official maps are still based on those from the Meiji era, so we spend money and time to determine boundaries every time we buy or sell, and if we don't get the cooperation of neighboring land, the value can drop significantly.

Land ownership was not recognized until 150 years ago,

And some progress is being made,

but there are countless real estate problems.

As long as I am alive, we will probably not be able to escape from the suffering
